An important part of the Governance Practice's responsibilities is to deliver operational support to other Practices, including through hands-on implementation advice and direct fiduciary due diligence of investment financing. Financial management (FM) function includes fiduciary assurance of Bank-funded projects including assessments, reviews and implementation support in projects' budgeting, funds flow, accounting and reporting, internal and external auditing. In addition, FM function provides significant support to public financial management (including financial reporting and auditing in public sector), and corporate governance and financial reporting in corporate sector, including State-Owned enterprises.
FM function in Uzbekistan covers 38 projects, including 31 active projects and 7 pipeline projects. The portfolio includes 4 substantial risk projects and 34 projects with moderate risk. The active projects in the portfolio include 30 projects with Satisfactory performance ratings and 8 projects with Moderately Satisfactory ratings.
Duties and Accountability
The Financial Management Extended Term Consultant (FM ETC) will report to the Governance Practice Manager. Alongside FMS colleagues in other Central Asian countries and supported by a Sr. FMS as FM Coordinator based in Almaty, the FMA will support all financial management aspects of the World Bank's financed operations in Uzbekistan while also potentially providing support to other countries as required by the FM Coordinator.
The FM ETC will proactively provide advice and support to clients on agile and innovative approaches to strengthen fiduciary assurance over the use of World Bank funds. The FM ETC will:
• Assess the adequacy of project financial management arrangements;
• Provide implementation support and supervise the FM arrangements of projects financed by loans and grants;
• Ensure compliance with the Bank's audit and other FM requirements;
• Undertake analytical work on financial management and accountability issues; and
• Carry out capacity building activities as part of the Governance team.
The FM ETC will play an active role and contribute to Bank institutional reform initiatives, projects and analytical work. This may include:
• Support the development of Public Finance Management (PFM) performance capacity encompassing FM information systems, treasury and accounting reforms, performance budgeting, fiscal transparency, working collaboratively with other Bank units;
• Provide support to the Governance Practice on the engagement in PFM and Governance activities in Uzbekistan, including joining missions;
• Provide support to the Institutions team on the engagement in PFM and other activities in Uzbekistan, including joining missions, if needed, support in implementing the activities, and engagement with the counterparts.
• Support the Supreme Audit Institution to improve the quality and transparency of fiscal and financial information, strengthen accountability, and increase collaboration between governments, the private sector and civil society;
• Support development of institutions responsible for corporate financial reporting institutional framework (including accounting and auditing standards setting, adoption and enforcement);
• Support development of institutions responsible for the governance of State-owned Enterprises (SOEs);
• Support development of capacity of the accountancy profession, including education and professional accountancy organizations; and
The selected candidate will be expected to undertake frequent travel within Uzbekistan, and occasional other countries in ECA and to World Bank HQ is also, such as for team retreats or training.
Selection Criteria
• A highly motivated and passionate financial management specialist with strong client orientation, interpersonal and integrative thinking skills.
• Bachelor's or Master's degree in a relevant professional discipline (accounting, finance, economics) with 2 years of experience or equivalent combination of education and experience.
• Professional accounting qualification will be an advantage (e.g., ACCA, CPA or equivalent membership of an internationally recognized professional accountancy body).
• A Master's degree in a relevant field (such as accounting, finance or public policy) will be an advantage.
• At least 2 years relevant professional experience working on financial management in the public or corporate sector, including treasury management, budget execution, internal control, public and corporate sector accounting and reporting.
• Knowledge of international accounting and auditing standards.
• Knowledge in the application of accounting, auditing and financial reporting systems and software packages.
• Experience in designing and assessing internal control systems and procedures using internationally accepted control frameworks such as COCO, COSO, Cadbury - advantage.
• Experience in financial statement analysis, its use in comparison with industry benchmarks and application to facilitate decision making.
• Strong communication skills with ability to prepare, present, discuss findings in written and oral form, negotiation skills.
• Understanding of financial management practices in the public sector and institutional development challenges in Uzbekistan and their implications for World Bank operations.
• Knowledge of Bank FM policies, practices and procedures would be an advantage.
• Ability to work in Uzbek and strong written and verbal communication skills in English and Russian is required.
