PROSPERTITY VICE PRESIDENCY
The Prosperity Vice Presidency is one of the World Bank Group's five verticals, with a mandate that emphasizes "Growth, Finance, and Institutions for all." Our approach leverages data-driven analysis and combines expertise from both the public and private sectors, together with International Finance Corporation (IFC). The Prosperity Vice-Presidency supports clients in advancing evidence-based structural reforms to establish the foundations for inclusive and sustainable growth in the thematic areas of macro-fiscal policy; financial sector resilience, access and deepening; private sector development, trade and competitiveness; and governance and public sector reform, including statistical capacity. Prosperity is comprised of five Global Departments.
ECONOMIC POLICY GLOBAL DEPARTMENT
The Economic Policy (EP) department comprises over 400 staff in regional and global units. The EP global department is comprised of three units focusing on economic growth & jobs, macroeconomics and debt, and fiscal policies. Global departments play a key role in supporting the regional departments deliver best global knowledge and practices. More than half of the EP's regional staff is decentralized to the field working very closely with the country management units (CMUs) and in proximity to the clients. EP leads or participate in a wide variety of analytical and client advisory work requiring an integrative function that add to their core expertise. EP's professionals are responsible for the preparation and delivery of the majority of the Bank's Development Policy Operations using both IDA and IBRD.
The macroeconomics and debt unit within the EP global department (EMFMD) works on debt policy issues (debt sustainability, global debt architecture, innovative debt products), debt management technical assistance, debt transparency, and macroeconomic analysis (macro-financial risks, foreign exchange and monetary policy). Under the umbrella of the Debt Management Facility (DMF), the unit supports strengthening of public debt management in low-income countries largely through a programmatic demand driven approach, which includes advisory services and technical assistance (TA) across all areas of public debt management. The unit houses the Secretariat of the DMF. Its responsibilities include: (i) coordinating the activities with the donors, the IMF, and the IP, including mission planning; (ii) providing administrative support to the steering committee; (iii) submitting the annual Operational Strategy and all DMF-related reports; and (iv) managing the DMF website (https://www.dmfacility.org). The Secretariat is headed by a Program Manager.
We are seeking an experienced operations analyst that will support the DMF Program Manager in his or her duties, as well as provide broader support to EMFMD Manager with respect to budgeting, monitoring and evaluation of activities, and assisting with responding to corporate requests in coordination with the subject matter experts.
Specifically, duties include:
•Assist program manager in monitoring program activities, DMF trust funds and windows, consolidation of program results, coordinate activities with task leaders across multidonor and associated trust funds.
•Accurately capture information from program implementation units, coordinate projects and trainings' pipeline, donors' contributions for processing and approval. Plan organization of implementing partners and the panel of experts coordination meetings and regular information exchange with DMF partners. Support the development and implementation of a cohesive fundraising and partnership strategy for DMF program.
• Provide routine systems and data retrieval/reporting support as well as check compliance of relevant data for routine reports; review and screen relevant documents/reports for consistency with DMF operational strategy and other requirements; Assist in preparation of portfolio and compliance reports; review, analyze and initiate queries to ensure quality content and adequate delivery of reports in a timely manner. Lead coordination and drafting of DMF annual reports.
• Contribute to and share knowledge on updating DMF research, country specific result stories, update content published on the Debt and DMF websites. Prepare briefings for DMF conferences, forums, and other avenues of presenting DMF results.
• Track and support TF projects and GFRs' compliance throughout the portfolio life cycle; Implement checks and controls to determine whether portfolio policies and procedures have been followed at the project level.
• Assist the EMFMD Manager with overall project management, planning and monitoring of deliverables. Facilitate and connect staff with the relevant subject matter experts across the institution (e.g. policies, systems, and key portfolio events) and help the EMFMD Manager with unit budgeting and delivering on corporate requests in coordination with subject matter experts.
Selection Criteria
• Analytical Skills: attention to detail and diligence; Demonstrated ability to conduct research and analysis with guidance and supervision; ability to apply critical thinking to current approaches, identifying areas of improvement. Ability to work with Excel and PowerPoint required.
• Business Acumen: Awareness of the department's key business context and key program workflow; Identify opportunities to improve the team's work process.
• Client/Team Support: Demonstrates active listening skills by being attentive and listening to others; Demonstrate responsiveness in interactions with others; Ability to form relationships within teams to exchange information needed; Seeks advice and guidance from appropriate sources to improve knowledge and work results.
• Knowledge Management and Communication Skills: Relevant experience and knowledge of WB portfolio responsibilities and TF management, with focus on compliance, reporting and processes. Demonstrated application of knowledge gathered from sources into written materials; Writes in a logical, clear and concise manner; Ability to prepare and reference graphics and tables to communicate with others.
• Other: Proactive approach and creative thinking in problem solving; Ability to manage multiple projects simultaneously and meet competing deadlines under tight timelines; Ability to handle and adjust to a variety of concurrent demands.
