Citi's Global Legacy Franchises (LF) Risk & Controls organization drives global consistency for addressing Enterprise Risk and Control issues with regards to the Legacy Franchises (Divestitures/Wind-down markets). The Risk Identification & Governance Framework (RGF) team fosters a culture of control and strategic centricity and accountability by leading efforts to identify, anticipate, measure, monitor, mitigate, and report enterprise-wide risks.
We're currently looking for a high caliber professional to join our team as Senior Vice President, - Hybrid (Internal Job Title: Citi LF / Global Holdings Risk Framework & Policy Lead - C14). " This role reports to the Global LF Risk Identification & Governance Framework Head based out of Singapore. The Citi LF/Holdings RGF Team has the responsibility to establish a robust framework that enables effective risk and control management in relation to the First Line of Defense functions across global Legacy Franchises / Holdings whilst ensuring the execution of strategy refresh actions as per the plan, driving the on-time, complete delivery of all regulatory, policy and firmwide commitments associated with the book of work. "
The incumbent should be a highly motivated candidate to comprehensively support the Global LF Risk & Controls team and shall be responsible for designing and driving enhancements to, and facilitating the execution of, the policy and associated governance framework to strengthen the firm's risk management capabilities. Collaborating closely with Global, Cluster and Country cross-functional stakeholders, the successful candidate must be able to work effectively across a diverse and vast organization that currently spans multiple countries in the LF (formerly Consumer) vertical, using excellent business knowledge, technical execution and communication skills to engage stakeholders, drive implementation and resolution, and keep senior management informed on progress and issues. The global RGF team operates in a fast-paced, rapidly changing environment.
About the Role:
The Risk Framework and Policy lead owns and defines the LF Policy Framework in alignment with the Enterprise Risk Management (ERM) Framework as part of Citi's overarching risk framework which outlines risk principles across the firm and to which all risk management Policy Documents must adhere. The LF/Holdings risk policies define and cascade a consistent and standardized set of risk management principles across divested and wind-down markets. The lead will drive the alignment and implementation for risk frameworks, policies and procedures. The role will involve engagement with key stakeholders across First- and Second-line units to promote strong risk management practices. The role will coordinate closely with Global Holdings and the broader Legacy Franchise management team to ensure a consistent approach where possible to enterprise risk management, policy compliance, and enterprise / LF project management including consent order deliverables as applicable.
The incumbent will work closely with various stakeholders including LF Operations, LF Technology, EIO&T, LF PMO, CSCs/COEs that support TSAs and post-LD 2, and Global LF and Holdings teams to provide objective views on risks, controls, and trends, and provide subject matter expertise advisory and support on the risk framework and policies.

Key Responsibilities:
Risk Framework & Policy Advisory:
• Consolidation and coordination for the Lines of Defense Designation review across all Organization units for LF / Citi Holdings
• Assisting the lead with development and oversight of policies, procedures aimed at minimizing current and potential risks ensuring that LF/Citi Holdings organization remains compliant with relevant internal and external policies at a franchise level.
• Raising risks and issues (iCAPs), ensuring proper reporting and categorization of risks based on the Citi Risk taxonomies.
• Utilize the relevant tools (Connected Risk/Citi Policy Directory) and processes to monitor adherence to the ERMF Framework.
• Drive ownership and accountability for implementing polices and processes that aligns with the ERMF and meets internal as well as external/regulatory expectations (as applicable).
• Leading the LF efforts for non-hierarchy documents review in relation to the Consent Order / internal iCAP requirements.
• Provide guidance to stakeholders on consistent application of the ERMF principles in business-as-usual risk management.
• Collaborate with cross-functional Risk and second line units to identify linkage between the different aspects to drive faster decision making.
• Provide risk assessment, identify gaps and recommend remediations for the gaps across the required policies/standards/procedures etc.
• Influence outcomes across 1LOD, 2LOD by providing credible challenge as needed prior to implementation and release of new policies to ensure that divestitures are factored in as and where feasible or dispensation/waivers are in place to address potential non-compliance.
• Continuous enhancement of documentation and presentations on the connectivity in principles and standards across policies and processes throughout the risk management lifecycle.
• Prepare, review and update materials to be used for senior management and Citi Policy Committee / Group level discussions.
• Participate in senior management discussions on behalf of the Head as delegate (as applicable).
• Support the execution of Transformation activities as needed.
• Providing advisory on the policies/standards/procedures across multiple risk stripes such as Operational, Compliance (AML/Sanctions/AB&C), Strategic risks etc.
