IFC's Transaction Advisory Services Department (CTA) comprises 120 professionals across 30 locations that provide advice on Public Private Partnerships (PPP) and Corporate Finance Services (CFS). The PPP team helps national and subnational governments achieve long-term economic growth and better living standards for their citizens by harnessing private sector involvement in the design, financing, operation and management of infrastructure facilities in sectors such as water, power, health, and transportation. This leads to increased access, enhanced quality, and improved efficiencies in public services. The CFS team, on the other hand, provides advice to private companies, leveraging IFC's breadth and depth of investment expertise to help attract strategic partners, find new markets and growth opportunities, structure and raise financing for large projects, and provide overall support for mergers and acquisitions. CTA is evolving its delivery model to meet WBG climate commitments, including Paris Alignment, by bringing in new regional climate expertise to the CTA climate team, which is a critical component to our building capacity for successful implementation and integration of climate change considerations in our advisory mandates.
The new Regional Climate Experts/Extended Term Consultants will work as part of the Global Climate team across a respective region (LAC/Europe) to integrate climate change strategy into the implementation of the PPP and CFS project life cycles and advisory work. This will require close work with the Global Climate team, CTA regional managers, Regional Climate Champions and project teams.
Scope of Work/Responsibilities:
The ETC will report to Gisele Saralegui, Global Climate Lead, while supporting the CTA Global Climate Team and Regions. Specific tasks will include the following:
Embed climate change into our PPP structuring advisory as part of our Paris Alignment approach - for all new projects & throughout the project life cycle:
• Supporting transaction/project teams in the project life cycle from Concept thru TSR stage engagement with corresponding decision making points and review, integrating climate change into key documents and recommendations to the client.
• Supporting transaction/project teams incorporating the climate scope of work (sector level)/ TOR in project due diligence and the hiring of external consultants.
• Assisting in project level climate risk screening and review of the climate due diligence reports/structuring reports to support project teams and clients, engaging with the external consultants.
• Supporting translation of climate components into concession, tender and other PPP related documents, as well as into recommendations on project level
• Assessing climate decarbonization and resilience measures to integrate into internal decision meeting and client presentations
• Designing options including global best practices, capex implications and viability overall for the project.
• Exploring, recommending and utilizing climate tools, best practices, and potentially new technologies.
• Project level climate support/guidance including climate tagging and climate mobilization determination together with our Climate Department (CBD).
• On request, work with regional project teams to do earlier project level assessments in Phase 0 and climate business development and engagement, Client climate engagement and support.
• When requested, undertake client climate engagement together with support and capacity building.
• Support and embed new products, technologies (e.g., carbon credits and more) and services as these are rolled out and/or developed, including carbon credits.
• Helping build knowledge management & lessons learned from projects, including knowledge sessions globally and regionally.
• Input into regional climate strategies, briefs, and other strategic documents.
Selection Criteria
• Bachelor's degree in Sustainability/Climate Change, Finance, Technical Engineering, Infrastructure with minimum of ten years of experience or Master's degree in a similar field with minimum 8 years of experience.
• Significant knowledge and professional expertise in climate change, infrastructure sectors, emerging markets and finance/consulting experience, including both decarbonization and climate resilience.
• Regional experience in LAC and knowledge of the overall climate context of the World Bank Group, IFC and PPP & Corporate Finance.
• Excellent written and verbal communication skills, with the ability to effectively convey complex information to diverse audiences.
• Fluency in English required - Spanish is also essential.
• Prior involvement in PPP work and finance is key.
• Ability to work collaboratively with cross-functional teams and build relationships with stakeholders at all levels.
