TheBudget, Performance Review, and Strategic Planning Vice Presidency (BPS) isorganized into four Departments: BPS Strategic Planning (BPSSP) with teamssupporting the corporate strategic business and budget planning process; BPSOperations Units (BPSOU) with teams supporting Practice Groups and Regions; BPSCorporate Units (BPSCU) with teams supporting corporate units, providingcapital budget support, and providing BPS systems, knowledge, and sharedservices; and BPS Corporate Procurement (BPSCP) with teams providing group-wideprocurement services.
Unit Context, Locations, Roles
Steps to align themanagement structure of BPSCP with its strategic priorities present the opportunityto recruit for three new GH manager roles in the Department. In line with theBPS global footprint strategy and delivery model, the location of the positions may be Washington D.C.,Chennai or Sofia. In accordance with StaffDirective 4.01 - Appointment, October 18, 2024, positions in CountryOffices, irrespective of level, are subject to local recruitment. Selections topositions outside of Washington D.C. will be LRS. Business needs and candidatepreference will be considered in determining the actual location of each of thepositions described below:
Manager, Sourcing andSupplier Management is responsible for the end-to-end CategoryManagement of all supply contracts and relationships for the WBG globally. Thisunit acts as the client interface with all Contract Managers and users ofthird-party supplies (services and/or goods), providing advice, establishingCategory strategies, conducting solicitations, awarding contracts, and assistingthe Contract Managers in the ongoing management of supplier relationships,amongst others.
Manager, Operational Support is responsible for all operational functions within the CorporateProcurement department. These include the Corporate Procurement Service Desk,Global Procurement Card administration, Order Management, Asset Management,Vendor Management, reporting and analytics, data management, governancemonitoring, quality assurance, systems support and administration., amongstothers.
Manager, Center ofExcellence is responsible for the development,implementation, and governance of best practice procurement frameworks,infrastructure, policies, procedures, and innovation initiatives of theCorporate Procurement department. These include the Category Management, Third-PartyRisk Management, and Sustainable Procurement frameworks; procurement technologystrategy and architecture; procurement innovation, market research, data,knowledge management, capacity building and change management strategy, amongstothers.

- Manage the teams providing planning, budgeting, and performance reporting services; conducting analytical work and providing advisory services in areas of focus (e.g., operations, investments in technology); and providing other services as needed over time.
- Is an active member of BPS' Leadership Team, participates in cross cutting activities, and from time to time, takes on leadership roles in BPS-wide activities, such as recruitment and other HR initiatives.
- Provides support and advice to the Vice President and the Director of BPS, Corporate Procurement as requested.
Talent Management Responsibilities
- Manages the unit staff, including recruitment, evaluation, and career development of staff.
- Provides leadership and support to her/his staff to build sustainable finance skills and capacity to effectively deliver BPS services.
- Manages and oversees the engagement and evaluation of technical consultants within the BPSCP unit, as needed.
Budget Management Responsibilities
- Effectively and efficiently manages his/her unit's resources, ensuring its effective formulation and input into budget decisions.
