ETHICSAND INTERNAL JUSTICE SERVICES VPU TheWorld Bank's Ethics and Internal Justice Services Vice Presidency (EIJ VPU) isa newly created Vice Presidency within the World Bank Group (WBG) that bringstogether, under a single umbrella, the WBG's approach to values, ethics and theresolution of workplace conflict. TheEIJ VPU's vision is to foster a values-based workplace culture and help staffuphold the WBG's ethical standards. EIJ provides an integrated, empathetic,and efficient approach to resolving workplace conflict, allowing staff to focuswith urgency on the WBG's mission. EIJ'swork covers each of the five WBG institutions.
TheVice Presidency has recently been organized as follows:
1. Ethics Advice and Early Interventions Department, which consists of:
• Advisory, Training & Values (ATV) responsible for the Core Values and the Code of Ethics and associated rules; manages all training and outreach on behalf of the VPU; provides advice and guidance on the Code, with specific focus on conflicts of interest; and manages the Bank's Declarations of Interest program;
• Anti-Harassment and Anti-Discrimination (AHAD) comprising the Anti-Harassment Coordinator's Office, and the Race Equity Office.
The Anti-Harassment Coordinator (AHC) - addresses reports of harassment, and sexual harassment, exploitation and abuse; provides guidance to management on preventing and addressing such behaviors; and
The Race Equity Office (REO) - acts as the focal point for the WBG for addressing reports of workplace racism and racial discrimination, at both the individual and systemic levels.
2. Mediation and Formal Reviews Department, which consists of:
• Mediation Services (MEF) - offers a confidential conflict resolution process for staff to resolve workplace issues with the assistance of a neutral third-party. MEF also provides team building and team facilitation services;
• Peer Review Services (PRS) - provides an independent review by a panel of peers of managerial decisions, actions or inactions (not related to performance management) affecting a staff member;
• Performance Management Review (PMR) - provides an independent appellate review of performance management-related decisions; and
• Investigations (INV) - conducts independent fact-finding investigations of allegations of staff misconduct.
3. Ombuds Services, which offers staff a confidential off the record, impartial and informal venue to discuss any workplace issues, and alerts management to systemic trends.
4. Client Services which consists of:
• EIJ Navigator - a centralized intake function to assist staff with their concerns by pairing them with the appropriate channel within the EIJ VPU to resolve their concerns efficiently and expediently.
• Respectful Workplace Advisors (RWAs) - comprising staff selected by their peers, RWAs act as a confidential sounding board for staff and a source of information about EIJ services.
5. Core Services which consists of:
• Front Office - providing day to day unit-based administrative support;
• Core Services - overseeing centralized administrative and resource management coordination across the VPU, and supporting cohesion through VPU-wide communications.
Ethics& Internal Justice Assistant TheEthics & Internal Justice Services VPU is seeking to recruit anadministrative assistant. The selected candidate will primarily support the PRS and PMRprograms, but will also support other team members, and be responsible for abroad range of administrative tasks. The position reports to the Manager, PRSand may take on other tasks and responsibilities as needed at the direction ofthe Manager, PRS, as follows:
DUTIESAND RESPONSIBILITIES
• Provides project/program related support to the unit and to the VPU.
• Provide assistance in managing calendars, organizing meetings prioritizing and resolving scheduling conflicts and competing demands, ensuring background materials for meetings are available.
• Respond and handle a wide-range of extensive and diverse inquiries, prioritizing and making appropriate decisions.
• Communicates information to relevant staff inside and outside the immediate work unit.
• Under the supervision of their Manager, handles administrative and logistic arrangements for conferences, workshops, retreats, etc.
• Processes travel requests including for outreach initiatives, training and missions.
• Monitors Time Recording System (TRS) to ensure timely submissions.
• Manages Leave and Attendance Record (LARS).
• Serves as P-card holder for VPU-related related expenses, and ensures proper accounting and reconciliation of P-card expenses.
• Coordinates with Core Services on Purchase Orders (POs), and on staffing contracts.
• Coordinates with Core Services on logistical arrangements for new hires in the unit (such as office space arrangements, computer log-in accounts, IT equipment and similar related tasks).
• Assist with any other tasks as needed, including but not limited to, handling the administrative and logistical arrangements for PRS proceedings and related engagements, under the supervision of their Manager.
Selection Criteria
It is envisaged that the Ethics & Internal Justice Assistant would have at a minimum, a high school diploma with 7 years of experience, or equivalent combination of education and experience.
The successful candidate will also have:
• High degree of flexibility, and a demonstrated capacity to handle variety of multiple concurrent activities, to prioritize and balance competing demands under pressure, while maintaining attention to detail.
• Demonstrated ability to work independently, respond to, and deal effectively in diverse situations with good judgment, discretion, and diplomacy in handling confidential and sensitive matters.
• Proven track record of high-quality work with demonstrated experience in the smooth operation of a busy office and related systems, assuming primary responsibility for organizing and coordinating workflow.
• Excellent communication (written and spoken), interpersonal, organizational, administrative, and time management skills.
• Proven ability to work effectively in a team-oriented, fast-paced environment, and contribute towards common goals.
• Exemplary organizational and time management skills to undertake diverse assignments with minimal supervision.
• Ability to maintain confidentiality, to inspire trust and to demonstrate high personal integrity.
