1.The C3A Program

The Coalition for Capacity on Climate Action (C3A) was launched at the Ministerial meeting of the Coalition of Finance Ministers for Climate Action at the 2023 IMF-World Bank Spring meetings in Washington.

Supported by the World Bank, the C3A program addresses the full range of climate-related economic and financial policies (fiscal risks, financial regulation, impact modelling, just transition institutions, etc.) according to a "whole-of-government approach" , involving finance ministries and their ecosystems (including diverse sectoral ministries, public administrations, and public agencies but also universities and think-tanks) to provide integrated, common solutions for climate-aligned development strategies.

The C3A program stands out by being a demand-driven initiative, all the while relying on an external Knowledge Network. Through a collaborative partnership with the Coalition of Finance Ministers for Climate Action (CFCMA), C3A will harness specialized resources from an independent Knowledge Network for Climate Action. This network consists of a high level and diverse group of academics, practitioners, and experts from both regional and international backgrounds.

To ensure the program's effectiveness, a distinguished Scientific Advisory Committee comprising esteemed scientists and economists will provide guidance. Additionally, a dedicated C3A Countries and Partners Committee, led by the co-chairs of the CFCMA, will represent the participating countries and drive the program's initiatives.

The Program is also designed to have strong interactions with other advisory and financial support provided by the World Bank such as CCDRs, expert-led technical assistance and financial support for climate reforms (DPO, DPLs, etc.). An essential component will be the convergence of the climate smart analytical toolbox program (CSAT) as a support to the analytical part of the C3A program.

2.The assignment

The C3A Program, together with the CSAT program, will hire a junior Extended Term Consultant to work in support of the Programs.
The assignment involves working, with the Task Team Leaders and the Program Manager, to support the implementation of the C3A and CSAT Programs, in particular by monitoring the day- to-day implementation of capacity-building activities, creating tools, and improving the visibility of the Programs.

Existing experience in implementing programs at the science/policy interface and in animating communities of practice in climate is essential. Excellent knowledge of climate policy issues in a developing country context is an asset.

Among other tasks, the consultant, reporting to the TTLs and program manager will engage in the following activities:

1/ Help implement selected C3A and CSAT critical processes to deliver capacity building activities:

For each critical process, help oversee the preparation and delivery of capacity- building activities by coordinating relevant stakeholders, setting up a work program, and monitoring progress : online and in-person training series, seminars and workshops, country engagement, etc.
Monitor the preparation of selected C3A events : coordinating the preparation of the agenda, mobilizing participants, dealing with logistical issues, etc. (symposium, regional conferences, launching events, etc.)

2/ Support the development of content for technical and policy training

Training program : Support the Program Manager and Task Team Leaders in building a training program at the cross-roads of regional and thematic hub activities as well as the growing external knowledge network (collect material, create a syllabus, define a delivery process, follow-up, etc.)
Technical and policy support : promoting the diffusion of C3A activities within the different thematic hubs, notably the green innovation hub, for different types of audiences, stakeholders and formats.

3/ Contribute to improving the visibility of C3A and CSAT and the implementation of the editorial strategy of C3A

Coordinate the newsletter editing process : coordinate the various contributions and the editing process.
Regularly update the C3A website and coordinate the development of additional web tools : Regularly update the C3A website with news related to recent activities; discuss, orient and edit the production of blog series with the support of the different hubs and the knowledge network, with timelines matching the global, regional and thematic climate agendas.
Be the focal point for the implementation of the communication strategy of C3A.
Contribute to reviewing the conten t of the various editorial series that C3A and CSAT intend to develop, carry out a systematic format review and coordinate the editing process (possibly outsourced) at all stages up to final publication.

4/ Support the corporate and institutional functions and management of C3A and the consolidation of partnerships

Support the reporting process to World Bank and C3A funders (progress report, presentation of C3A to existing and new partners, etc.)
Help prepare and execute MoUs, formal agreements, etc. with key C3A partners, by coordinating with partners and World Bank legal teams.
• Coordinate with the Coalition of Finance Ministers for Climate Action (CFCMA) and other MoF platforms: Ensure with the Program Manager and Task Team Leaders smooth coordination of the collaborative initiatives between C3A and CFCMA as well as other similar climate-related platforms of Finance Ministers

3.Technical and financial terms

The mission will consist of day-to-day work with the C3A and CSAP Teams. Regular coordination meetings will provide the opportunity to specify and adjust the activities to be carried out by the consultant. A monitoring format will be agreed upon between the Program Task Team Leaders and the consultant.

The assignment may include missions to join official events or field missions.

Selection Criteria

• A Master's degree (Economics, Environmental economics or other related field) plus a minimum of 3 years of relevant work experience.
• Significant experience working at the science/policy interface
• Demonstrated experience engaging with high-level leadership in governance context, as well as civil society and private sector representatives and constituency engagement required.
• Experience engaging in climate policy debate would be a strong asset.
• Track record of effectively working across organizational boundaries, both within an organization and with key external partners.
• Demonstrated ability to communicate in writing and orally in a professional and timely manner with senior-level internal and external partners.
• Excellent planning and organizational skills, including in managing a high volume of tasks.
• Excellent English language skills. Spanish language proficiency a strong advantage; other languages also advantageous.
• Demonstrated ability to think strategically and rapidly analyze diverse information from varied sources.
• Demonstrated ability and the necessary personal organization skills to take initiative, personal ownership and accountability to meet deadlines, manage multiple tasks at high quality under pressure, and achieve agreed-upon results.
• Demonstrated ability for teamwork in a multicultural environment.
