Job Description
SCOR in APAC is present in nine countries (Singapore, China, Korea, Australia, Japan, India, Hong Kong, Taiwan and Malaysia) with around 450 employees in total.
The Regional HR APAC Team is supporting all HR related activities in the region in order to attract, retain and motivate high quality employees while reducing turnover and enhancing our company's profile as best place to work.
The team is built on expertise in Business Partnering, Talent Management & Training, Compensation & Benefits and Talent Acquisition working closely with managers and employees in each location.

Responsibilities
Key duties and responsibilities
1. Payroll & Administration:
- Responsible for the end-to-end delivery payroll processes, currently Australia, Hong Kong, Korea, Singapore and Malaysia.
- Ensure that correct payroll data, such as new hires, terminations, allowance/ deduction and salary changes are provided in timely manner to payroll vendors before/by the monthly cut-off dates.
- Check that all payroll data are processed correctly and timely by payroll vendors.
- Review payrolls prepared by country payroll managers prior to approval by Head of HR, APAC.
- Manage payroll vendors (currently ADP Streamline (Regional) and Etiqa (Malaysia)).
- Keep abreast on legal regulatory actions that affect payroll.
- Provide tax declaration and reporting documents.
- Review the payrolls from the other locations.
- Involve in process improvement and/or automation implementations.
- Support and monitor work force administration process in Singapore and throughout the region.
2. Compensation and Benefits
- Support the completion of various manpower surveys (Ministry of Manpower, Monetary Authority of Singapore, etc).
- Support periodic audits and prepare reports and ensure compliance with SCOR Policies where applicable.
- Prepare and manage the year-end declarations such as Directors' Disclosures and share-based payments, in compliant with audit requirements and preparation of Financial Statements.
- Coordinate the enrolment and termination of employees into insurance plans, retirement plans etc.
- Support renewal of insurance plans.
3. Budget:
- Support the preparation of non-personnel HR cost budget, notably related to payroll providers and benefits.
- Support Finance team on recharge of personnel costs and accruals.
4. International Mobility:
- Expatriation: Assist where applicable the management of expatriate programs and all related activity such as tax filing, housing processes, relocation, etc.
Qualifications
Required experience & competencies
- At least 5 years of working experience in HR practices and compensation cycle management with main focus in payroll management.
- Degree in human resources management, business/economics or related fields
- Experience using ADP Streamline would be advantageous.
- Good knowledge of current labor rules and regulations.
- Good knowledge of the payroll function including preparation, internal control and tax reporting.
- Must be able to handle multiple projects and able to communicate with a wide variety of levels and positions within the organization.
- Extensive handling of confidential information and the ability to maintain this confidentiality is crucial in the operation of this role.
- Self-motivated and able to move from task to task readily with a willingness to accept job evolution and challenges.
- Developing and using collaborative relationships to facilitate the accomplishment of work goals.
- Excellent time management skills and ability to plan and set priorities.
- Strong analytical skills and ability to interpret and communicate data.
- Communication - clearly conveying information and ideas through a variety of media to individuals or groups in a manner that engages the audience and helps them understand and retain the message.
- Extensive knowledge of HRIS and MS Office
- Strong quantitative and analytical skills
