Job Description

To manage the overall governance of Treasury, including processes, systems, structure and policy framework for Treasury, driving governance across the entire value chain, leading innovation (e.g. Artificial Intelligence (AI), Blockchain) and new product approval assessments for Treasury, leading a comprehensive change programme ("Treasury 2.0"), focused on Strategy and Governance, Methodology and Reporting, Data and IT, leading content design for the programme to ensure full alignment from key stakeholders (Risk, Finance and IT) departmental compliance and best practice solutions and innovations are identified and implemented

Strategy and Plans

In conjunction with, and as required by the Chief Officer of the Group, contribute to the formulation, implementation and delivery of the Group's strategy in line with the ADCB's vision, mission, values and priorities

Translate the strategy into operational business plans for the short, medium and long term within the department(s) and ensure that performance is monitored, reported and delivered and necessary actions are taken to achieve the strategy and plans

Manage Treasury Governance

Evaluate processes, systems and structure of Treasury, identifying gaps and overlaps in set-up to ensure they are fit for purpose and updated against changing legislation

Establish and maintain a comprehensive Treasury Policy framework to ensure adherence to the Banks process and policies,

Develop and Implement Comprehensive Change Programme

Proactively identify risks and challenges, developing mitigation plans in order to address potential issues and ensure the overall success of the programme.

Innovation

Act as the change agent for innovation, liaise with internal and external experts on developments, create test cases across the Treasury value chain aimed at efficiency and in support of decision making to ensure the successful implementation of identified innovative solutions

Content Lead Change Programme

Guide Treasury and Senior Management on content to ensure alignment on strategic topics.

Programme Budget and Timeline Management

Monitor and manage programme budgets, resources, and timelines to ensure successful and timely delivery of program objectives.

Team Leadership and Collaboration

Collaborate with cross-functional teams, including Finance, Risk, IT and other internal stakeholders in order to support business objectives and strategic initiatives

Foster positive relationships with internal and external stakeholders and act as a trusted advisor on treasury matters in order to facilitate change initiatives and change programmes.

Alignment

Effectively communicate programme goals, progress and outcomes to stakeholders, addressing concerns in order to maintain a high level of transparency.

Technology

Collaborate with IT teams to ensure the seamless integration of technology solutions in alignment with the reporting, data and IT transformation goals

Leadership

Manage employees and teams by overseeing their performance management, recruitment, learning and development to ensure high levels of engagement, and competence, a motivated work environment and to maximise employee contribution to business performance.

Change Management

Drive the management of change in the business area through direct reports and teams by providing inputs for, and partaking in change initiatives, programmes and projects taking into account best practice and standards in the business environment.

Financial

Recommend and manage the budget for the business area and monitor financial performance so that the business is aware of anticipated costs and revenues, areas of unsatisfactory performance and improvement opportunities are identified and addressed to ensure the budget is managed in line with requirements.

Policies, Processes, Systems and Procedures

Develop and oversee the creation and implementation of the required policies, procedures and controls covering all areas of the business area's activity so that all relevant procedural/legislative requirements and standards are fulfilled while ensuring that ADCB delivers best-in-class services, products and innovation whilst safeguarding the Bank.

Demonstrate Our Promise and apply the ADCB Service Standards to deliver the Bank's required levels of service in all internal and external customer interactions.

Skills

At least 10 years of experience in Treasury

Bachelor's Degree in Finance, Economics or Master's Degree in Business Administration

Proven experience in program management, particularly in leading complex transformation initiatives within Treasury

Strong understanding of Treasury functions, strategies, methodologies, and reporting requirements

Exceptional leadership and communication skills with the ability to engage and influence stakeholders at all levels.

Demonstrated ability to navigate and lead change in large organisations, with a focus on strategy execution and governance

In-depth knowledge of IT systems and data management within Treasury

Strong knowledge of treasury operations, financial instruments, risk management techniques, and capital markets

Excellent analytical, strategic thinking, and problem-solving skills

Strong leadership and people management abilities
