6The Winnipeg Civic Employees’ Benefits Program is a public sector, jointly trusteed benefits program providing pension and long-term disability benefits to employees of the City of Winnipeg and eight other Participating Employers. The Program is governed by two progressive, collegial and high functioning boards, serves 19,000 members, and has $7 billion AUM. The Program is dynamic and growing; the pension plan is one of the largest in Manitoba and one of the top performing in Canada.

The Chief Executive Officer reports to the Program’s two governing Boards: The Board of Trustees of The Winnipeg Civic Employees’ Benefits Program (Pension Fund) and The Board of Trustees of The Winnipeg Civic Employees’ Benefits Program (Disability Fund).  The CEO is the Program’s senior executive. Leading a team of 50, the CEO is responsible for providing strategic guidance to the Boards, working closely with the Boards in developing the Program’s strategic direction and strategic plans, cascading the Board's strategic initiatives into operational plans, and for overseeing day-to-day operations of the Program, including the delivery of benefits to the Program’s membership.

The ideal candidate is an outstanding leader with broad business management skills who is capable of setting a vision and working effectively with jointly trusteed Boards. Armed with superior project management skills and a deep understanding of governance, the preferred candidate brings at least ten years of progressive executive leadership experience, preferably in a pension environment (e.g., pension administration, investments, or consultancy such as actuarial, legal). Alternatively, they could be in a leadership role in an adjacent sector, such as insurance. Relevant academic and professional designations are required. Articulate and proactive, with advanced interpersonal skills, the preferred candidate will have the necessary skills to orchestrate the complex delivery of a wide variety of specialized and professional services.
