Job Description
Role Title: Senior BA/Project Manager (Hybrid role) - ID 33
Function: Regulatory Reporting Basel 3.1 Implementation
Job Status: 12 months FTC
Your Role: TheRegulatory Reporting and Change is hiring an experienced hybrid Senior Business Analyst that can also act as a Project Manager for our 12-month project to be 100% compliance with Basel 3.1 rules. At the same time the bank is engaging a vendor platform migration as the current platform is not sustainable for the long time. The bank is a 'pure play' private bank with ultra-high net wealth customers with structure loan products and cross-collateralisation arrangement.
The individual will be involved, to various extent, all aspects of the project from start to end. They will be the driving force of the project ensuring each delivery team are informed and coordinated, stakeholders are kept abreast, risks and issues are escalation early and appropriately. They will be responsible both functional and non-functional objectives, making sure that the project delivers a fit-for-purpose system as well as supporting business workflows with sound controls to capture, report and remediate breaks. This hybrid role will be a hands-on, therefore it is ideal for those that want to take the next step to becoming a full-time project manager or for those project managers who enjoys being in the detail.
Delivery Team: The Basel 3.1 project team will consist of working with our Vendor consultants, Globus developers and an IT solution architect and the SME teams will be the Regulatory, Credit and Risk functions. The bank has a shared PMO that will assist guide you with project governance and document writing etc. You will report directly to the Head of Regulatory Reporting and Change.
Your Responsibility: Your responsibilities includes:
  • Preparing and manage all aspects of Basel 3.1 project compliance, including project and resourcing planning, setting up and embedding project governance, gather business requirements, planning strategy and approach documents, executing UAT test scripts and budget tracking.
  • Preliminary scoping of the areas of Basel 3.1 which impacts the bank have already been scoped out. You will review and add to the scoping document and will be working with relevant SMEs and analyse and understanding the detailed requirements of Basel 3.1, perform a regulatory gap analysis to determine what data requirements are missing and what processing gaps requirements to be filled.
  • Working with the Local, Group and vendor IT and implementation teams to assist in data mining, enrichment etc and solution designed to ensure data integrity for UK reporting and Swiss buy-in, as well as test data item for accuracy and relevance
  • Working with vendor consultants to ensure accurate calculation and reporting based on Basel 3.1 rules. You will also be on top of test defect management as well as working proactively clearing them in system
  • Performing workflow analysis, identifying off-system impacts, design, re-engineer processes for seamless transition from currently state to target state TOM
  • You will prepare project status packs for the Project Steering Committee, including a project health, RAID log and escalating issues in a timely manner
  • Conduct roadshows and education sessions to stakeholders and BAU users outline the impacts of the change and gather other non-functional requirements or business workflow requirements e.g. reconciliation, performance, MI and User interface/navigation etc

Your skills and experience:
  • You would have worked as a senior business analysis and/or project manager in regulatory reporting space with demonstrable history of successfully implementation for ideally 5 yrs +
  • You are skilled at collaborating and influencing the direction of projects to secure necessary sign-off ensuring project momentum
  • Experienced with managing of IT consultants and developers, we as well as working with third party regulatory solution software providers
  • Strong communication skills and able to engage diverse range of stakeholders
  • You have strong analytical skills and can manipulate and interrogate large volumes of data with strong excel/SQL or VBA skills
  • You have a strong foundation and working knowledge of the technical rules regarding CoRep (in particular Financial Collateral Comprehensive Method), LiqRep, FinRep, Pillar 3, Bank of England Statistic reporting etc.
  • You will have the ability to navigate complex rules, ambiguous interpretations, and break data dependencies to drive forward the project.
  • You will be self-reliant and be resourceful, researching and reading CRR rules
  • You enjoy being hands-on, have a natural intellectual curiosity to challenge and apply professional scepticism, independent validating information when appropriate.
  • Ideally you will have a numeric degree and a project management qualification.
