Job Summary
We are seeking a highly motivated Agile Delivery Head to be part of Surveillance and Conflicts Technology highly skilled in delivering and integrating in house development components and vendor platforms. Delivering value to our customers is at the core of what our teams do - this role should be able to manage multiple agile squads driving, managing and governing the entire delivery via JIRA tool.
This role leads the change and transformation in Trade and Communication Surveillance technology, works with multiple software teams to help them become high-performing and consistently deliver upon their sprint commitments through coaching, mentoring, and addressing challenges to delivery
Responsibilities
Strategy
• Awareness and understanding of the Group's business strategy and model appropriate to the role.
• Drive the Transformation towards highest level of Agile delivery model maturity and excellence
• Drive optimisation with a rigorous focus on efficiency and effectiveness
Business
• Awareness and understanding of the wider business, economic and market environment in which the group operates.
• Ensure technology deliveries are completed based on Refinement Forum commitments
• Role requires strong domain knowledge in Market Abuse Regulations, Financial Market Products, Trade and Communication Surveillance Process knowledge.
• Plan, forecast and track the investment spend month on month within 2% tolerance.
• Manage the Scrum on Scrum and cross Squad dependencies for a smooth, frequent production releases.
• Optimise the communication channels in line with Agile Best Practices
• Optimise the number of meetings outside Scrum ceremonies
Processes
• Ensure everyone is following best practices of Agile Delivery. All communication related to delivery moves to JIRA or ADO and not done through emails.
• Ensure vendor relationships are appropriately managed in partnership with Supply Chain Management Team and deliver value including Service Review Meetings.
People & Talent
• Lead the high performing Scrum Masters and the Technology Delivery Team (Analysis, Development and Testing).
• Lead through example and build the appropriate culture and values. Set appropriate tone and expectations from their team and work in collaboration with risk and control partners.
• Ensure the provision of ongoing training and development of people and ensure that holders of all critical functions are suitably skilled and qualified for their roles ensuring that they have effective supervision in place to mitigate any risks.
• Employ, engage and retain high quality people.
• Set and monitor job descriptions and objectives for direct reports and provide feedback and rewards in line with their performance against those responsibilities and objectives
Risk Management
• Responsible for identifying, assessing, monitoring, controlling, and mitigating risks to the Group. Also, an awareness and understanding of the main risks facing the Group and the role the individual plays in managing them
• The ability to interpret the Group's financial information, identify key issues based on this information and put in place appropriate controls and measures.
• Ensure compliance with the Application Delivery / Change Release Process such as RAT/SIA.
• Ensure full compliance with Cloud Governance (Leap Process) and associated risk / control approvals.
Governance
• Responsible for assessing the effectiveness of the Group's arrangements to deliver effective governance, oversight and controls in the business and, if necessary, oversee changes in these areas
• Awareness and understanding of the regulatory framework, in which the Group operates, and the regulatory requirements and expectations relevant to the role.
• Responsible for delivering 'effective governance'; capability to challenge fellow executives effectively.
Regulatory & Business Conduct
• Display exemplary conduct and live by the Group's Values and Code of Conduct .
• Take personal responsibility for embedding the highest standards of ethics, including regulatory and business conduct, across Standard Chartered Bank. Our Ideal Candidate
  • 15+ years of experience with exposure in Trade and / or Communication Surveillance, Financial Markets / Trading Floor
  • Technology delivery experience in Hadoop, Microservices, AWS / Azure Cloud
  • Proven delivery track record in agile software delivery (scrum) having multiple squads
  • Should have experience in managing large teams, ideally 20+ team members
  • AI/ML knowledge will be an advantage
  • Academic or Professional Education/Qualifications: Tertiary qualification, Computer Engineering / Computer Science preferred.
  • Licences and Certifications/accreditations: Cloud, PMP, Scrum
