We are currently seeking a high caliber professional to join our team as Head of Data Analytics Office, Chief Controls Office.

Role Purpose
  • The role holder will partner with the HSBC Digital Business Services (DBS) Data, Analytics Office (DAO) to ensure delivery of risk based, strategic outcomes for Data globally, including informing and advising DAO on relevant risk and control based issues, initiatives and updates that impact the Group.
  • You will be a key leader within the Global Chief Control Office (GCCO) Function that directly supports the Group's Chief Operating Office (GCOO) within HSBC. The purpose of the CCO function is to enable colleagues within HSBC DBS to deliver safe and secure services to all our customers, colleagues and the Bank itself. This will be achieved by:
    • Enforcing robust risk governance and ensuring all stakeholders have visibility of key risks and any remediation activity
    • Partner and advise on setting, communicating and monitoring risk appetite in line with business requirements, including appropriate support and challenge
    • Conducting high quality and efficient reviews of our control performance
    • Facilitating controls remediation where required
    • Raising awareness and understanding of risks, controls and risk management
    • Continuously improving the control and monitoring of risk, including behaviours
    • Embedding the Bank's Risk Management Framework
  • The role holder will be responsible for global CCO activity supporting DBS DAO including, but not limited to: Data and Architecture, Business Applications and continuously improving efficiency, quality and capability over time.
  • The role holder will be responsible for building testing automation capability to improve quality and efficiency of controls assurance activity
  • The role will have global responsibility and ensure that partnership support is provided to regions and entities as appropriate
  • The role holder will be responsible for implementing robust risk management practices and control governance across DBS to ensure DAO risk management is transparent and clear to all Global Business and Functions (GB/GF), regions and entities, including controls testing
  • The role will partner with the Operational Resilience programme to ensure all elements of data are incorporated in scope
  • The role holder will be expected to demonstrate the ability to lead and strategically transform the global CCO DAO team to a value based, and outcome focussed way of working, including driving cultural change across to driver strong integrated risk management across DAO and the business
Principal Accountabilities:

Impact on the Business
  • Liaise with stakeholders across DBS, DAO, Global Functions and Businesses to proactively identify and resolve challenges to the delivery of CCO effectiveness
  • Active management of the CCO service delivery performance metrics and best practice frameworks
  • Lead the strategic direction and plans of the CCO DAO team
  • Ensuring regional and entity CCO and DAO teams are engaged for control management
  • Identify issues / areas of concern for the GCCO and DAO senior leadership team and develop recommendations for action, including conducting the necessary research, trigger reviews, writing reports, presentations, and periodic updates
  • Stewardship of the wider DBS DAO CCO operating model, service catalogue, procedures and toolkits
  • Own the implementation vision and strategy for the DBS DAO CCO function
  • Own the design and implementation of the DBS DAO CCO function location strategy (including, managing the creation of CCO utilities and the migration of services offshore)
  • Own the DBS DAO CCO transformation portfolio including working with GCCO to prioritise investment, presenting business cases and drawdown requests to DCOO portfolio governance (i.e. Portfolio Investment Committee) and tracking the delivery of investment spend and benefits realisation
  • Review and challenge and support the definition of business cases for investment across the DBS DAO CCO function
  • Own the strategy to digitise and automate manual processes across DBS DAO CCO, including, driving consistent use of tooling and supporting teams with opportunity identification
  • Ensure the wider DBS DAO CCO function is connected and aligned with DBS GCCO, DCOO, DBS and other bank wide transformation initiatives
  • Provide DAO CCO stewardship framework and take a lead on driving consistency across CCO functions bank-wide
  • Embed risk culture and change delivery capability across the DAO CCO function
  • Own continuous improvement of processes, policies and tooling across DAO CCO
Customers / Stakeholders
  • External Stakeholders:
    • Support engagement with regulators to understand current and future regulatory requirements related to DSB CCO and DBS DAO
  • Internal Stakeholders:
    • Engage with stakeholders across the Group COO, (particularly DAO), DBS and Group Businesses, Group Functions and Entities to ensure their CCO Services needs are met
    • Develop strong relationships with DAO Businesses, Group Functions, Entities and DBS leadership to be able to effectively deliver the CCO Services they require
    • Manage internal customer experience, analysing root causes of dissatisfaction and/or SLA breaches, and putting in place actions to address these
    • Be the SME on all aspects of CCO service provision to DCOO
    • Address regulatory findings to deadlines through a disciplined programme focused on business and customer outcomes
Leadership and Teamwork
  • Leadership:
    • Define responsibilities for CCO DAO team in conjunction with GCOO CCO and DAO Leadership team including developing capability within team to reduce reliance on external consultants for core Tech risk management activities
    • Define core delivery targets for team and ensure team deliver on commitments made
    • Contribute to the overall DBS Strategy to drive increased value to the Technology businesses
    • Work closely and effectively with risk domain heads, sourcing, service delivery teams and operational risk leads to deliver clear and reportable solutions for third party management and its associated controls
    • Lead the evolution of Risk culture and risk capability for DAO
  • Team Management:
    • Manage CCO DAO global headcount (including outsourced service provision) and lead people agenda for CCO DAO team, including talent management, establishing organizational structure to support performance delivery
    • Implement Group performance management & reward strategies to balance growth of a sustainable business with allocation of reward aligned to responsible risk management
    • Role model for inclusive behaviours and actively manage poor performers or behaviours
    • Track record of developing diverse talent and multi skilled teams that work together to deliver results
Operational Effectiveness and Control
  • Implement quality framework for area of responsibility
  • Ensure all staff and activities comply with existing regulation and audit requirements
  • Ensure implementation of relevant audit recommendations and maintaining satisfactory level of audit for the GCCO Function
  • Ensure organizational compliance with all relevant internal and external rules, regulations, procedures that apply to the conduct of compliance
  • Ensure financial procedures implemented all comply with the global policies and plans
  • Ensure that reporting is efficient, pertinent and addresses stakeholder needs and Group requirements
  • Ensure that quality assurance is measured and controlled through adequate audit and benchmarking activities
  • Ensure that global functional teams have adequate governance processes in place
  • Ensure clarity and cascade of relevant policies, procedures and financial authority levels to ensure that all expenditures are approved by the appropriate signatories
  • Review and recommend action on all escalated functional expenditures
  • Further develop metrics and KPI/KRIs in relation to Administrative activities and identify and implement best practice where possible
  • Ensuring that Operational risks are adequately identified and managed
Major Challenges

The role holder will be continually -
  • Working in a matrix management environment across a high number of diverse stakeholders and geographies, with often conflicting viewpoints and agendas
  • Engender support through Interacting with and influencing senior and executive management in the Region, entities and business/functions and maintaining/driving the GCCO and DAOs position
  • Successfully challenging the status quo with executive peers
  • Joining-up' complex and fragmented global function, across language, cultural, systems and legislative boundaries
  • Working to manage the directly competitive pressures of cost reduction and internal/external demands to strengthen risk mitigation
  • Ensuring delivery of designated strategic global projects, involving multiple stakeholders, across DBS and global business and functions
  • Ensuring that the function aligns within Group DBS and DCOO
  • Required to interpret complex and opaque information to make crucial decisions and provide guidance to executives and other senior colleagues
Role Context
  • Global role which can be based out of HK, UK, Poland, Guangzhou, Poland or India
Management of Risk

The jobholder will ensure the fair treatment of our customers is at the heart of everything we do, both personally and as an organisation.

The jobholder will also continually reassess the operational risks associated with the role and inherent in the business, taking account of changing economic or market conditions, legal and regulatory requirements, operating procedures and practices, management restructurings, and the impact of new technology.

This will be achieved by ensuring all actions take account of the likelihood of operational risk occurring. Also by addressing any areas of concern in conjunction with entity management and/or the appropriate department

Observation of Internal Controls

The jobholder will also adhere to and be able to demonstrate adherence to internal controls. This will be achieved by adherence to all relevant procedures, keeping appropriate records and, where appropriate, by the timely implementation of internal and external audit points, including issues raised by external regulators.

The jobholder will implement the Group compliance policy by containing compliance risk in liaison with Global Head of Compliance, Global Compliance Officer, Area Compliance Officer or Local Compliance Officer. The term 'compliance' embraces all relevant financial services laws, rules and codes with which the business has to comply.

This will be achieved by adhering to all relevant processes/procedures and by liaising with Compliance department about new business initiatives at the earliest opportunity. Also and when applicable, by ensuring adequate resources are in place and training is provided, fostering a compliance culture and optimising relations with regulators.

Requirements

Knowledge and Experience
  • Proven data management experience
  • Educated to graduate degree level in data management related field or associated relevant data experience
  • Ideally comprehensive understanding of HSBC structures, processes and objectives across the Group.
  • Ideally has experience in global, regional and market roles with previous background of working in a matrix organization structure; ability to persuade individuals at different levels
  • Strong interpersonal skills, coupled with the ability to succeed within a matrix management structure and build and maintain regional team relationships
  • Excellent written and verbal communication skills at all levels of management, with strong attention to detail
  • Ability to engage with team, colleagues and business partners collaboratively to deliver at pace
  • Ability to work well under pressure, demonstrate flexibility and adapt to rapidly changing priorities and tasks that are potentially highly restricted in nature, unpredictable, wide ranging, complex and time-sensitive
  • Strong knowledge of Digital Business Services (DBS) - functionally, operationally and financially
  • Proven ability to articulate complex issues concisely and in simple language to support problem analysis
  • Proven experience in strategic planning, communication, and people management processes
  • Excellent written and verbal communication skills at all levels of management, with strong attention to detail
