Responsibilities
• Formulate the ALM governance framework and recommend best practice to Asset/Liability Committee ("ALCO") and senior management
• Provide functional and secretarial support to Asset-Liability Committee ("ALCO") and ensure action items are followed up accordingly
• Liaise with the Risk Management Group, the Central Treasury Unit and other BUs on issues relating to balance sheet management as well as liquidity and interest rate risk management
• Oversee the development of a robust fund transfer pricing ("FTP") framework and methodology, and its on-going evolvements to adapt to the latest business needs and regulatory requirements
• Oversee the development and on-going enhancements of the ALM system to ensure timely refreshment in respect to regulatory changes and management expectation
• Keep abreast of the latest updates on banking supervision promulgated by the HKMA and Basel Committee on Banking Supervision ("BCBS"), and assess their potential impacts on businesses, liquidity management and capital management
• Formulate the capital governance framework by establishing Bank-wide policies and procedures relevant to capital management and setting internal capital targets, triggers, and other metrics for prudential monitoring
• Plan and manage capital replenishment actions and fund raising initiatives to ensure that sufficient capital is secured to support the sustainable growth of the Bank
• Oversee Internal Capital Adequacy Assessment Process (ICAAP) as well as the development of the Recovery and Resolution Plans ("RRP") and the Risk Appetite on capital and earnings.
• Provide coaching and guidance to subordinates as required to ensure that they are competent to duly perform their jobs
Requirements
• Degree holder in finance, accounting, risk management or related disciplines
• Minimum 15 years of experience in ALM and capital management in financial institutions, with at least 7 years in managerial level
• Solid knowledge of ALM, liquidity and capital management, treasury products, and accounting principles preferred
• Be familiar with Basel requirements and HKMA SPMs on liquidity and capital management, as well as the Banking (Liquidity) Rules and the Banking (Capital) Rules
• Professional qualifications of ACCA, HKICPA, FRM, CFA and/or ECF TMA preferred
• Mature, independent, responsible and detail-minded
• Good interpersonal and communication skills
• Good command of written & spoken English and Chinese (including Putonghua)
