About the Department
Group Technology and Operations (GTO) provides software and system development, information technology support services and banking operations.
We have centralized and standardized the technology components into Singapore, creating a global footprint which can be utilized for supporting our regional subsidiaries and the branches around the world. We operate and support 19 countries with this architecture to provide a secure and flexible banking infrastructure.
Our Operations divisions provide transactional customer services for our businesses while also focusing on cost efficiency through process improvements, automation and straight through processing.

Job Responsibilities
The Group Business Technology (GBT) team provides IT application services for the Bank. We leverage on best practices in business solutions delivery, design and development to meet the Bank's vision and business objectives. Our strategy is primarily driven by the long-term and short-term business strategies and objectives of the Bank. Our strategic focus is to align IT with the Business, create flexibility and capacity in IT infrastructure, and consolidate for scale, time to market, and risk management.
Within GBT, the Cash & Payments technology team is responsible for all aspects of the cash & payments processing application portfolio, which includes:
• Defining the payments technology roadmap to support the business strategies and objectives as part of the payments transformation programme.
• Delivering all IT solutions and enhancements.
• Ensuring highly available and scalable system capabilities to accommodate business growth
• Managing all risk and security aspects of the application portfolio
As part of a major investment programme in the cash & payments technology platforms over the next few years, a significant transformation of the payments processing platforms is planned.
The key responsibilities of the Technical Delivery Manager include:
1. Project Delivery Management
  • Plan technical deliverables (including any system enhancements and upgrades) to meet Project's requirements within allocated budget
  • Manage and coordinate across different application teams to manage technical dependencies of the solution
  • Monitor and manage risks/issues related to technical delivery
  • Provide status update related to technical delivery
  • Report to Program and/or Project Manager for the strategic program
2. Requirements Management
  • Partner with system analyst & subject matter experts to understand and implement functional and technical requirements
  • Provide systems input to specification phase (e.g., effort estimates, high-level delivery plan) based on impact assessment (e.g., function points)
3. Design & Development
  • Partner with Domain Architects, Dev. Manager, and Security Architect to ensure solution design complies with enterprise design principles, security and control standards
  • Partner with Development Manager in managing application teams to build the enhancements
4. Test Management
  • Partner with Test Manager to ensure completion of SIT, UAT testing, performance / load testing and application security testing with quality results
  • Work with Information Security and Infrastructure teams to facilitate completion of penetration testing and remediation or mitigation of findings
5. Implementation Management
  • Prepare technical implementation plan across application teams
  • Coordinate technical implementation activities across application teams to ensure production cutover and adequate post-implementation support


Job Requirements
  • At least 15 years of experience in application development and maintenance with full software development life cycle experience, including experience in technical stakeholder management and vendor management.
  • Strong IT delivery experience in implementing experience implementing large scale, highly available applications, including APAC payment processing solutions. Experience with implementing and integrating 3rd party solutions is a must.
  • Experience in a multi-country implementation of FIS Open Systems Framework (OPF) is preferred. Exposure to competing regional or global payment platforms is useful.
  • Significant domain knowledge in Transaction Banking, Cash Management and Payments.
  • Good understanding and experience in various software development cycle methodologies, including migrating from Waterfall to Agile methodologies.
  • 5 or more years' experience managing third-party product vendor relationships and offshore development teams to achieve business outcomes
  • 5 or more years' experience at a manager level or above delivering global IT capabilities for a multi-national company with annual budgetary responsibilities
  • Proven results-oriented person with a focus on delivery
  • Highly effective communication skills
  • Good problem-solving, analytical, synthesis, system thinking, solutioning and presentation skills.
Academic Qualifications
  • Engineering graduate or postgraduate in Computer or allied fields from a reputed institution.
  • Post graduation in business administration or finance would be useful.
