We are currently seeking a high caliber professional to join our team as Chief Information Officer Insurance, Hong Kong.

Role Purpose

This is a high profile, exciting and challenging role to lead the technology function of the largest individual insurer in Hong Kong by market share, building on high levels of customer service, and driving a cooperative culture. The role holder will lead and drive HSBC Insurance in meeting its business objectives through the delivery of all IT services. Drive strategic technology planning and transformation execution as well as day to day operations and initiatives to align to the business and global technology function priorities. Deliver continuous improvement of the technology operating model including organization, people and process (Ways of Working) to effectively control and manage all technology resources (people and financial) and maximize benefit to the business. Demonstrate HSBC values in the achievement of HSBC Insurance's vision and provide leadership as part of the Insurance Executive team and member of the Global Insurance leadership team. The holder will be the single point of contact for technology facing off to both HSBC Life and Hang Seng Insurance EXCOs. Accountable for all technology delivery to INHK and HSIC insurance entities, and responsible for core Sub Value Stream delivery as part of the SVS leadership structure. The incumbent manages delivery, risk, service quality, technology cost, allocation of resources and support prioritization of delivery ensuring that it is in line with agreed budgets. This role serves as the key decision authority on technical solutions and dependencies for the SVS, driving and delivering against short and long term business and technology strategy goals.

Key Responsibilities

Customer Focus
  • Senior Technology representative to the HSBC Life Hong Kong & Hang Seng Insurance EXCO's and Risk Management Meetings
  • Work with key business stakeholders (CEO, COO, Transformation, Architecture, Data & Analytics, Finance, etc.) to implement technology solutions aligned to the Group Technology Strategy and Business & Customer OKRs
  • Provide oversight of technology transformation programmes in market (directly controlled or otherwise)
  • Working with Risk Stewards to provide oversight of technology risks, define path to green activity and support internal audit activity.
Technology Delivery
  • Accountable for end-to-end technology delivery, managing creation and deployment of technology solutions for customers
  • Working within fixed capacity: optimising capacity over time to better align to strategic intent and reduce operational bottlenecks
  • Facilitates quarterly planning (QBR, AOP/ SPC) and execute agreed objectives
  • Manages risks and dependencies, resolve or escalate impediments, and optimise flow of work through delivery teams
  • Ensures delivery adheres to delivery standards including Solution Controls Frameworks and Business Transformation Frameworks.
  • Drive engineering excellence across the organisation aligned to the technology Vision 27 Speed of Work & Modern and Simple Architecture pillars
  • Ensure key metrics are achieved for service resilience, recovery time, service quality, lead time to implement, release frequency and other associated technology metrics.
Prioritisation & Definition of Work
  • Tracks and communicates feasibility of delivery within Agile Teams, supporting investment cases, hypothesis testing, and capturing of demand from Agile Teams.
  • Assesses feasibility of delivery for proposed solutions and the VS's readiness to build them to support prioritisation of backlog
System Stability & Operational Performance
  • Drives high Technology service performance, resolving incidents in effective and timely fashion
  • Measures, tracks and improves customer focused operational KPIs (e.g. customer servicing time, NPS, etc.)
  • Ensure all technology risks including cyber, operational and financial are understood, assessed, controlled and reported in collaboration with globally aligned risk control functions in technology and the business to ensure all risks are managed over time and within appetite.
Technology Architecture
  • Decomposes business Epics into technical solution designs, listing Features and stories that can be actioned within Agile Teams
  • Defines key non-functional requirements for the solution to be developed
  • Ensures appropriate global, reusable technologies and capabilities are leveraged for efficient technology delivery
Financial Budget Management
  • Owns the tracking of spend against budgets, ensuring budgets are adhered to, and managed in line with financial best practice across relevant customer segments.
  • Owns the Value Stream charges to recover incurred costs
  • Ensure effective communication of the Portfolio level financial information to the central Portfolio team.
Leadership & Teamwork
  • Provide leadership to the Insurance HK technology team, promoting and inspiring a culture of Engineering Excellence.
  • Drives and embeds Agile ways of working across all aspects of the role, coaching and supporting team members and partners.
  • Create, organize and partake in senior decision making forums in both the Technology and Business/Function areas
  • Collaborate with peers across the group to improve the technology tooling and development practices
  • Develop and maintain relationships with business partners/functions to support transformation delivery.
  • Continuous improvement of the technology operating model including: business engagement, target architecture, organisation design and implementation (including appropriate resourcing mix of: vendor, on shore / off shore, permanent / contractor), staff skills and capability development, and internal and business facing ways of working.
Requirements

Skills/Experience Required

In order to be successful in this role, the following capabilities and skills are recommended:
  • Experienced senior technology manager with over 15 years' technology experience, including 8 years in management/leadership capacity
  • Ability to understand and work with technical teams
  • Ability to influence and partner with C-suite executives
  • Ability to articulate strategy and execution in a coherent fashion to technology and non-technology stakeholders
  • Ability to persuade and influence through structured and cohesive debate
  • Ability to manage risks and blockers
  • Ability to decompose business outcomes into technical solutions
  • Significant experience managing complex dependencies to deliver a required set of outcomes
