Job Summary
This role supports the CFCC Governance Policies, Procedures, Training and Regulatory Change Team with key reviews of CFCC Policies, Standards and applicable DOIs. Contribute to the ongoing maintenance of the Financial Crime Americas Program. Conduct gap analysis of regulations against policies and procedures. Develop and track quality metrics. Drive for efficiency across the team. Consult with CFCC SMEs to support the ongoing updates to DOIs, Country Addenda and Dispensations. Support ad hoc projects within the overall CFCC Governance Team. Be able to assess regulatory notices including enforcement actions.
Responsibilities
Define key responsibilities to reflect the duties and responsibilities of this role.
  • Develop, keep up to date, and recommend for approval by the relevant Risk Committee, appropriate policies/processes/DOIs to address conduct and financial crime risks, aligning with relevant regulatory requirements.
  • Document and maintain all core documents, including policies/standards/DOIs.
  • Assist subject matter experts with the creation of any required dispensations and country addenda.
  • Assist in the maintenance of the FCCA Program by conducting an annual regulatory gap analysis, engaging with subject matter experts and management.
  • Producing management information for DFS 504, CFCC committee meetings, and as requested by management.
  • Writing memoranda for management on FCC enforcement actions and updating policies to close any identified gaps.
  • Produce monthly dashboard for Risk Forums.
  • Provide tracking and management support for various processes as requested by the Head, Policies & Procedures.

Risk Management
  • Apply Group and CFCC policies and processes (e.g., AML surveillance, client screening, risk assessment, Code of Conduct) to manage risks.
  • Inform senior management and relevant regulators of serious regulatory breaches (or where risk tolerances have been breached) and ensure that actions are taken quickly to remediate and/or activities are ceased.
  • Broad familiarity of Name and Transaction Screening, AML Monitoring and Case Management.
Governance
  • Support all control checks undertaken by CFCCA.
  • Assist with the coordination/support the management of audits/exams.
Regulatory & Business Conduct
  • Display exemplary conduct and live by the Group's Values and Code of Conduct .
  • Take personal responsibility for embedding the highest standards of ethics, including regulatory and business conduct, across Standard Chartered Bank. This includes understanding and ensuring compliance with, in letter and spirit, all applicable laws, regulations, guidelines and the Group Code of Conduct.
  • Lead the US CFCC Governance Team to achieve the outcomes set out in the Bank's Conduct Principles
  • Effectively and collaboratively identify, escalate, mitigate and resolve risk, conduct and compliance matters.

Other Responsibilities
  • Acquire the applicable Compliance and CFCCA certifications within the designated target dates.
  • Help to embed 'Here for Good' and Group's brand and values in the CFCCA Policy, Procedures, and Training Team.
  • Perform other responsibilities assigned under Group, Country, Business, or Functional policies and procedures.
Qualifications
Training, licenses, memberships and certifications
  • Minimum 5 years prior experience in a CFCC role or equivalent
  • ACAMS preferred but not required
  • Self-motivated and self-reliant self-starter, with the ability to complete tasks independently and in a timely manner
  • Ability to handle stressful situations and prioritize competing priorities
  • Plans and organizes tasks and work responsibilities to achieve objectives
  • Correspondent Banking Product knowledge a plus
  • Excellent communication skills (written and oral)
  • Proficient in Microsoft Office - Outlook, Word, Excel, PowerPoint

Expected annual base pay range for the role is $94,976 to $154,336. The final offer will be determined on an individualised basis using a number of variables, including but not limited to skill set, depth of experience and education, internal relativity, and specific work location. At Standard Chartered Bank, Base pay is only part of the total compensation package.
