Department Overview:
The Global Compliance Department manages a Firm wide Compliance Risk Management program, including compliance risks that transcend business lines, legal entities and jurisdictions of operation.

Group Overview:
The Compliance Infrastructure Team provides Compliance coverage and guidance across Morgan Stanley's Operations Division. The Team's responsibilities center on Operational Functions and regulatory processes impacting the Firm's Swap Dealer and Broker Dealer Entities.

Job Description:
The role will provide Compliance advisory support for the Equity and Fixed Income business in relation to its transaction reporting and position reporting activities, with a focus on operational functions focusing on Regulatory Reporting including the Consolidated Audit Trail, Large Options Position Reporting, Short Position Reporting, OTC TRF, TRACE, MSRB, FR2004, TIC and various other reports managed by the Operations Division. The role will report into an Executive Director within the Compliance Infrastructure Group. Duties of this role will include:
  • Providing advice to the Global Operations division in ensuring compliance with the reporting of the Consolidated Audit Trail (CAT); SEC Rule 613 and FINRA Rule 6800 Series.
  • Advise and provide guidance to Morgan Stanley's Global Operations division on FINRA's Fixed Income transaction reporting rules i.e. TRACE 6700 Series.
  • Advise and provide guidance to Morgan Stanley's Global Operations division on Municipal Transaction reporting rules as set forth by the MSRB.
  • Advise and provide guidance on revisions to FINRA and MSRB regulations, with a focus on revised CAT and Fixed Income Transactional reporting requirements.
  • Advise and provide guidance on updates to the system architecture of Morgan Stanley's transactional reporting systems. Advise Tech & Data division in the development of Firm System enhancements to address regulatory requirements.
  • Advise and train Operations staff on regulatory issues related to their business unit's coverage area.
  • Undertake monitoring activities and desk reviews to monitor for compliance with relevant regulations and internal policies.
  • Assist the Firm's Regulatory Inquiries Group and Examinations Team with FINRA and SEC exams and regulatory inquiry requests.
  • Partner closely with the Operations team to guide enhancements to the Firm's transaction reporting control framework.
  • Help prepare materials and attend governance meetings.
*Role will require in office attendance 3 days/week.

Qualifications:

Skills Required:
  • Strong, relevant regulatory background with 5-8 years of compliance or industry experience. Experience with the Consolidated Audit Trail preferred.
  • Understanding of technology, including the willingness to learn complex trading technologies in order to analyze and extract trading data to respond to regulatory matters involving FINRA, MSRB and SEC rules.
  • Strong interpersonal skills, confidence, and credibility
  • The ability to work very effectively within an organization and communicate with junior and senior business and operations personnel
  • Ability to work independently
  • Strong organizational and project management skills
  • The ability to analyze regulations and a strong desire to learn new subject matter.
Expected base pay rates for the role will be between 110000 and 190000 per year at the commencement of employment. However, base pay if hired will be determined on an individualized basis and is only part of the total compensation package, which, depending on the position, may also include commission earnings, incentive compensation, discretionary bonuses, other short and long-term incentive packages, and other Morgan Stanley sponsored benefit programs.
