Oregon State Treasury is recruiting for two positions within our Public Equity Investment Division. We are hiring for two Investment Analyst positions; one is a level 2 and one is a level 3. Both of these positions assist Investment Officers within the Public Equity Investment Division and focus on assisting with the management of public equity investment manager relationships, managing portfolio structures, and evaluation performance and assessing risk. These roles offer an opportunity for an early-career level and/or intermediate-career level investment professional to gain experience to the investment management industry and public equity asset class.

Both positions are represented by SEIU have the opportunity for a hybrid (remote and in-office) work location schedule; in-office work will be from Treasury’s office in Tigard. The schedule will be approximately 90+% time spent remote with quarterly in office presence.

 

Positions Overview and Salary

 

Investment Analyst 3

Salary $74,760 - $114,924 annually

 

Job Duties for Investment Analyst 3

  • Assists with Public Equity external manager oversight, which includes identifying new investment opportunities and assists with new manager searches.
  • Performs equity and foreign exchange trading activities at the discretion of the Senior Investment Officer.
  • Performs onsite due diligence visits and document said visits at the discretion of the Senior Investment Officer.
  • Facilitates periodic cash and foreign currency transfers between Oregon State Treasury managed accounts held in trust at the State’s custody bank.  Creates necessary documents, secures approved signatures, transmits relevant information to all concerned parties, and retains file copies pertaining to intra-bank and inter-bank cash transfers. Position requires understanding of public equity markets and use of custody bank software. 
  • Works with Oregon’s Proxy Voting agent to facilitate proxy voting related activities.
  • Works with relevant parties in the renewal and opening process of “new countries” equity markets which Oregon seeks to invest.  
  • Develops and produces routine reporting across multiple data sources and systems in supporting the oversight of investment programs.
  • Facilitates the tracking, updating, dissemination, and file retention of Investment Management Agreements (IMAs) that pertain to the Public Equity asset class.
  • Assist in coordinating and participating in Public Equity calls/meetings by tracking the receipt of relevant materials and maintaining electronic documentation (notes) of all such events.
  • Aids in formulating board and committee materials such as memos and presentations.
  • Performs various research projects as requested by Public Equity Investment Officers.

 

Investment Analyst 2

Salary $64,752 - $99,504 annually

 

Job Duties for Investment Analyst 2

  • Facilitates periodic multi-million dollar cash transfers between Oregon State Treasury managed accounts held in trust at the State’s custody bank.  Creates necessary documents, secures approved signatures, transmits relevant information to all concerned parties, and retains file copies pertaining to intra-bank and inter-bank cash transfers. Position requires understanding of public equity markets and use of custody bank software. 
  • Works with Oregon’s Proxy Voting agent to facilitate proxy voting related activities which will may involve notarizing/consularing specific time sensitive documents.  This will also include facilitating voting changes to Proxy Voting that may originate with OPERF Public Equity Managers.
  • Works with Public Equity Investment Officers and the custody bank in the opening process of “new countries” equity markets which Oregon seeks to invest.   This requires facilitating the completion of documents pertaining to local country taxes, tax accountants, powers of attorney, etc.
  • Works with Public Equity Investment Officers and other co-workers in the development of Environmental, Social, and Governance metrics for the Public Equity Portfolio.
  • Using MSCI Portal and BRS Aladdin, to provide the Public Equity Team with carbon footprints metrics relative to the MSCI ACWI Index.
  • Works with Public Equity Investment officers in the tracking, update, dissemination, and file retention of Investment Management Agreements (IMA) that pertain to the Public Equity asset class.
  • Organizes Public Equity quarterly call schedules and manages the receipt of all investment manager monthly and quarterly reports, and all prospective manager marketing materials.  Maintains electronic documentation of all manager and prospective manager visits and calls.
  • Participates in quarterly conference calls, and documents quarterly analyses of all equity managers.  Aids in formulating memos to the OIC with respect to OPERF Public Equity portfolio, which documents among other things performance relative to OIC performance objectives, public equity fund flows (terminations, fundings, rebalances, etc.).
  • Performs various research projects as requested by public equity investment officers.
  • Organizes quarterly calls with Trading Cost Analyst Service Providers.  Documents quarterly analyses of TCA on external and internally managed portfolios.

 

Minimum Qualifications for Our Position

Investment Analyst 3

  • A Bachelor’s Degree in Business or Finance, or any other degree demonstrating the capacity for the above listed knowledge and skills and six years of professional experience in a similar analytical, operational or project management role; OR
  • A valid certification as a Chartered Financial Analyst (CFA) and 5 years of experience; OR
  • Any combination of experience and education equivalent to nine years of experience that typically supports the knowledge and skills for the classification.
  • A Master’s Degree in Business or Finance, or any other degree demonstrating the capacity for the above listed knowledge and skills will substitute for one year of the required experience.

 

Investment Analyst 2

  • A Bachelor’s Degree in Business or Finance, or any other degree demonstrating the capacity for the above-listed knowledge and skills and four years of professional experience in a similar analytical, operational or project management role; OR
  • A valid certification as a Chartered Financial Analyst (CFA) and 3 years of experience; OR
  • Any combination of professional experience and education equivalent to seven years of technical-level experience consistent with the knowledge and skill requirements listed above.

OST is led by the State Treasurer, a constitutional officer and statewide elected official.  The Treasurer serves as the chief financial officer for the state and is responsible for the prudent financial management of state money.  The Treasurer serves a four-year term, and, if reelected, may hold the position for two terms.  The current State Treasurer is Tobias Read, who was sworn into office in January 2017.

OST is a highly sophisticated organization with a wide range of financial responsibilities, including managing the state’s pension fund, issuing all state debt, and serving as the central bank for state agencies.  OST manages the daily investment of approximately $100 billion in assets, held in a diversified investment portfolio of domestic and international equities, fixed income securities, alternative and opportunistic investments, real estate and cash.  OST also manages a banking program that processes over $250 billion in transactions annually, a debt management program responsible for issuing and monitoring approximately $10 billion in state debt, a multi-faceted 529 savings plan, and an IRA based retirement savings program for the public. The Investment Division, currently comprised of 50+ individuals, is one of the five OST divisions and is responsible for managing the investment of the Oregon Public Employees Retirement Fund (OPERF), the State Accident Insurance Fund, the Oregon Short-Term Fund, the Common School Fund and numerous other state and state agency accounts.  The division also manages the investment program for the state’s deferred compensation plan, advises the Oregon 529 College Savings Board on its investment activities, and serves as staff to the Oregon Investment Council (OIC).  The division oversees the actual investments, which are made by a select group of outside investment managers, as well as provides internal management capabilities for select mandates comprised of common stock, fixed income and money market securities.
