Responsibilities:
  • Manages a team of professional Payroll Tax staff within a single country.
  • Leads the work of professional staff in ensuring taxes are properly withheld in accordance with country laws and regulations, control and cash management issues are addressed, and balance sheet accounting activities, including reconciling benefits, equity and tax payroll fees with payments out to tax and regulatory agencies, are completed.
  • Responsible for the implementation and administration of payroll tax policies and procedures in compliance with the organizational and relevant country laws, policies and regulations.
  • Serves as a subject matter expert on the assigned country's payroll tax laws and advises other operating groups (e.g., Income, Corporate Actions, Security Master), Corporate Tax, Payroll Tax and internal/external client business administration managers and country managers on compliance.
  • Responsible for fully understanding tax documentation, withholding and reporting processes for the assigned country.
  • Directs the team's payroll tax reporting activities and escalates identified issues or inefficiencies to more senior managers. Identifies potential areas of exposure and oversees the implementation of new controls and procedures to improve efficiency and reduce risk.
  • Contributes to the development and implementation of country policies and new procedures that align with the organization and organizational objectives.
  • Makes recommendations and tests system enhancements and new products.
  • Develops tactical solutions that address changes in payroll tax laws and regulations and guides the country team in adapting to these changes.
  • Addresses payroll tax issues escalated by professional staff. Initiates the development of reports for presentation to country management on identified issues, errors and inefficiencies.
  • Guides the team's development of proposals on payroll tax compliance improvements, potential new tax regulations to be evaluated and existing tax regulations to be assessed.
  • Leads the country team in implementing changes if approved.
  • Coordinates the work of professional staff in withholding taxes in accordance with country laws and regulations. Directs professional staff's analyses of payroll tax data over time.
  • May manage special projects as directed by senior management.
  • Recruits, directs, motivates and develops staff, maximizing their individual contributions, their professional growth and their ability to function effectively as a team.
  • Responsible for the performance management processes for professional staff within the country team. Manages payroll professionals within a country team.
  • Work is accomplished primarily through the work of direct reports.

Requirements:
  • Bachelor's degree or the equivalent combination of education and experience is required.
  • 5-7 years of total work experience preferred with 0-1 years of management experience preferred.
  • CPP or equivalent designation is preferred. Background in Payroll Administration and/or Accounting is preferred.
