Join the Metropolitan Transportation Authority (MTA) as a Manager, Finance, and be an essential part of North America's largest public transportation organization.

The MTA Finance Department is a high-profile operation that interacts with MTA Board members, the NYS Governor's office, New York City government, elected officials, and federal / state public officials to achieve the MTA mission of providing safe, convenient, and timely public transit in all services areas. The MTA's Finance Department has primary responsibility for managing the MTA's debt portfolio which currently consists of $48.5 billion bonds issued under 8 different credit resolutions. The MTA expects to fund an additional $16 billion in new money needs for existing approved capital projects using a combination of Bonds/PayGo within the next 5 years, has approximately $12 billion in refunding candidates and nearly $10 billion of remarketing needs over the same time frame. Additionally, as the funding sources for MTA's capital programs grow MTA expects to create new financing vehicles to meet its continuing needs.

The Manager Finance will report to the Director, Financial Strategies within the Finance department and have primary responsibility for the modeling and preparation of the debt services budget to be incorporated into the MTA's periodic Financial Plan, and maintain, review, and provide financial data for disclosure documents and various state reporting. This role will work closely with the Treasury department and other members of the Finance team to report on monthly debt service variance and maintain timely updates for debt master after a transaction closes to ensure data is current for use in reporting.

In addition, this position will work with the Office of Management and Budget to analyze the MTA's monthly case position; liaise with State officials to coordinate and secure debt issuance approvals when required; work with the Comptrollers department and Capital Program Funding group to model and determine debt issuance timing based on evolving needs; and maintain all debt issuance tracking models with responsibly for verifying the accuracy of all data for incorporation into all financial bond related disclosure documents, such as: official statements, annual combined continuing filings, various required reports to state officials, and more.

The successful candidate will have demonstrated ability to work in a high-profile, deadline driven environment; working knowledge of basic financial formulas and concepts with the ability to analyze cashflows; working knowledge of basic programming, including experience with python or similar languages; a demonstrated ability to complete short-and long-term projects effectively and as efficiently as possible; excellent interpersonal, organizational, presentation, planning and decision-making skills; analytical capabilities and strong quantitative skills; and exceptional verbal and written communication skills. In addition, a mastery of excel with demonstrable advanced modeling skills, financial modeling experience is preferred but not required.

Education and Experience:
  • A Bachelor's Degree in Finance, Math or a related field of study is required.
  • A minimum of five (5) years of related work experience with at least two (2) years in Public Finance.
