Pennsylvania Public School Employees’ Retirement System (PSERS), located in Harrisburg, is searching for a Chief Investment Officer to lead their $75 billion public pension fund.  This is an exciting opportunity to join the leadership team at one of the largest public plan sponsors in the country dedicated to serving public school employees for over 100 years.

PSERS is a governmental, cost-sharing, multiple-employer defined benefit plan to which most members and employers contribute.  The System also administers a defined contribution plan and two postemployment healthcare programs.  A quasi-independent agency of the Commonwealth, PSERS is governed by a 15-member Board of Trustees.   

The Board is the governing fiduciary over all aspects of the System, including the investment program.  The CIO is accountable directly to the Board and administratively to the Executive Director.  As a member of the senior leadership team, the CIO is the central point of responsibility and accountability for the investment program and leads a team of 70.  

PSERS is a long-term investor and manages the fund with long-term objectives in mind, including diversification among asset classes.  Plan assets are managed both internally by PSERS Investment staff (60%) and externally by Institutional Investment Managers.

A strategic investment leader with broad asset class knowledge and institutional experience is desired to lead this complex investment program.  A bachelor’s degree, ten years of progressively responsible experience in institutional investment management or consulting, experience in a senior role managing large investment teams, and a positive track record of performance as compared to appropriate benchmarks are required.  The CIO position is exempt and an “at will” employee, and must maintain permanent Pennsylvania residency.
