Role Responsibilities
In partnership with Chief Product Owner, businesses and functions stakeholders, operations and technology team defining and leading the execution of the programme keystone for SCB Hong Kong. (N.B. Programme keystone is a key programme to transform and modernise the Bank's core system and its operating model to optimise speed-to-market and value.)
The role holder will act as the Accountable Executive and having the responsibility for leading the execution of strategic transformation and overseeing the programme pan-bank to ensure successful delivery of the transformation.
As part of the execution, the role holder is responsible for:
  • managing and governing the programme investment portfolio and resource capacity, ensuring the project portfolio meeting its commitment for delivery, spending and benefit with alignment to both TTO and Bank strategies
  • Proactively monitor programme artefacts and deliverables for quality and completeness; increasing visibility of key risks and issues to enable effective decision making and improve the predictability of project delivery.
  • Work with business / operations / functions to revise the operations process / controls under the new platform environment.
  • Partner and support 2nd and 3rd line governance and audit functions to provide support and engagement to any internal or externally regulatory RFIs.
  • Engage and communicate with Group / Country MT, technology and relevant stakeholders including regulators as appropriate to ensure successful delivery of the programme.
  • For program execution jointly with the Technology teams and execute
    • Requirements / Scoping incl prioritization to adapt standards (save for regulatory reasons)
    • Testing (UAT) - end-to-end
    • Conversion - scoping and reconciliation processes incl weekend participation
    • Client impact management
    • Business Change management covering processes / EUC's / Training and reports
    • Business participation and ownership in the implementation plan
    • Own and execute the country communication
    • Incorporate lessons learnt
  • Own and manage the relevant budget
  • Key outcomes will be cost, quality and time commitments of the program. Create a sense of urgency and focus in the country organization
People and Talent
  • Provide guidance and support to teams to support delivery
  • Work with key appointment holders to ensure alignment of strategy across the Programme to ensure optimum allocation of project resources to each project based on skillet and objectives

Our Ideal Candidate
  • Experience in Business, Operations and Technology, portfolio / programme management role with track record of success (preferably in financial services)
  • Proven ability to prioritise issues within a large, rapidly changing environment and manage a wide variety / high volume of tasks while maintaining quality delivery.
  • Understands the operational environment, processes and controls needed to execute requirements. Handles sensitive matters with discretion and confidentiality.
  • A results-driven professional. Takes ownership to deliver, with a high level of flexibility and a preparedness to 'roll up his/her sleeves' to get the job done.
  • Strong influencing and communication skills - oral, written and presentation. Proven success in communicating technical information in a simple way.
  • A proven ability to work independently, solve problems and make balanced judgments / decisions
  • Demonstrates ability to work with limited direction and multi-task without loss of quality
  • Confident and courageous to raise/escalate issues in a pro-active, professional, and timely manner
  • Demonstrate understanding of and commitment to the Group's core values
