Position Objective:

Lead and drive activities & initiatives emanating from franchise priorities and other governance expectations including the 'Singapore Core' initiative across Citi Singapore.

Work as a senior member of the Singapore & ASEAN HR Team and drive key strategic HR initiatives that build workforce capability.

Use data analytics and HR insights to define, measure and help enhance performance against identified HR priorities.

Role Responsibilities:

Partner with internal stakeholders to identify requirements that pertain to Singapore franchise strategy and governance matters including regulatory & statutory expectations. Work with business, functions and various HR teams and lead / support the execution on identified requirements.

Lead the SG Core program, identify appropriate initiatives and work with various owners to drive adoption across the Singapore Franchise.

Lead engagement with IBF for Citi Singapore across multiple initiatives. Partner with various business units to ensure alignment and execution.

Assist the CHRO to build strong relations with Singapore regulators/Government agencies (e.g. MAS, IBF, TAFEP IMDA etc) through proactive engagement.

Have an end-to-end view of all HR responsibilities as they pertain to compliance with local regulatory expectations are performed effectively. Support the CHRO in establishing & operationalizing an operating governance mechanism across various HR teams.

Create efficiencies and identify ways to drive common practice/process for the HR team across the cluster. Work with CHROs to optimize alignment with the HR COEs and right place activities as required.

Work with Pubilc Affairs and other HR partners to drive initiatives that promote Citi as an employer of choice in the Singapore market.

Partner with HR Advisors in country teams to identify common challenges and priorities.

Translate data insights: Identify, analyze and drive insights around key metrics that help:
  • Drive key people decisions
  • Identify strategic HR programs that will deliver our business and HR objectives
  • Track our progress against key people metrics and success measures
  • Identify hotspots requiring intervention
  • Measure the success of our people investments


Co-ordinate, monitor and ensure seamless end-to-end delivery of Singapore & ASEAN HR projects. Co-ordinate with various HR stakeholders and ensure seamless end-to-end delivery of periodic reporting requirements and Singapore/ASEAN HR-related items.

The incumbent will need the following enablers to succeed in this role:
  • Good understanding of key HR functional areas - talent, recruiting, employee relations, rewards and learning.
  • Strong analytical and quantitative skills. Should display high learning agility to be able to learn use of data tools that leverage existing HR systems.
  • Familiar with Singapore government's workforce and capability building plan.
  • Well-versed with Singapore's Human Capital Partner (HCP) framework.
  • Understanding of the Fair Consideration Framework (FCF) of Singapore.
  • Project Management experience.
  • Ability to look for and implement creative solutions.
  • Good ability to network and work collaboratively across regional and country teams.
  • Desire to create sustainable, positive impact and tenacity to see through challenging assignments.
  • Employee advocacy and passion for building a strong employee value proposition.


Qualifications
  • 10-15 years of experience in Human Resources with some experience in using analytics to drive decisions.
  • Looking for a high potential employee who can use this experience as a developmental assignment to springboard her/his career in HR.
  • Bachelor/Master degree in business/Human Resources.
