Director - Partnerships for Infrastructure (P4I)

The successful candidate will be primarily responsible for advisory services for the Partnerships for Infrastructure (P4I) initiative but may also have the opportunity to contribute expertise and advisory services to Australian Government agencies and Ministers.

P4I is a $141 million Australian Government initiative currently running until 30 June 2024, to partner with Southeast Asian (SEA) governments and ASEAN to improve decision-making towards quality infrastructure underpinned by strong government-to-government partnerships. P4I partner countries include Cambodia, Indonesia, Laos, Malaysia, Myanmar, Philippines, Thailand, Timor-Leste, and Vietnam.

You will have a lead role in supporting P4I partner country public sector financing and investment decision-making frameworks and/or procurement policies. You may also have a role in shaping commercial and financial advice that is provided to the Australian Government.

The Director will report to the Managing Director, Policy and Programs, and will lead junior staff in a dynamic environment.

Key responsibilities include:
  • leading OICA's engagement with partner countries under P4I, and advising on:
    • developing or improving SEA government policies, frameworks, and tools, including on:
      • project and business case development and assessment of value for money
      • funding and financing opportunities
      • structuring, negotiation, and execution of infrastructure proposals
      • whole of government and sectoral procurement and delivery models and
      • the effective management of assets.
    • creating Project Development Facilities and piloting projects through these facilities
    • developing and embedding models to estimate, benchmark, and integrate lifecycle costs into investment decisions, procurement planning, and contracting
    • building the capacity of SEA partner governments, including by regular visits, collaborative policy development and delivering training and workshops of interest
    • supporting SEA partner governments to pilot projects through new frameworks and approaches, including supporting them to structure, negotiate, and execute infrastructure proposals
    • developing policies, guidelines, and thought pieces of interest to SEA partner (and potentially also Australian) governments
    • overseeing the continuous management of risks to ensure that commercial arrangements meet the highest standards of governance, performance, and probity
  • representing OICA and the Australian Government in SEA partner countries
  • building relationships to ensure stakeholders proactively seek OICA's expert, trusted commercial and financial advice.
  • providing specialist commercial and financial advice on Australian Government infrastructure projects and commercial arrangements including agencies, ministers, and Cabinet and
  • supporting and mentoring other members of the OICA team to enhance capability and capacity.

Due to the nature of P4I, you would be expected to regularly travel to partner countries to perform OICA services for periods of up to 12 days, depending on need and COVID-19 safety requirements. Opportunities to live in partner countries may be available depending on interest.

Desirable Qualifications / Experience
  • experience in leading or contributing to developing and implementing frameworks, policies and guidelines related to infrastructure, financing and/or procurement
  • experience in high value and complex projects, such as project development, funding, advisory, management, construction, and operations
  • experience in directing, drafting, or assessing business cases
  • experience across project procurement, contracting and delivery models, including PPPs/ alliance/ collaborative contracting etc, project financing, joint ventures, and Government Business Enterprises etc
  • demonstrated ability to exercise leadership and influence in dealings with external stakeholders
  • strong communication skills - oral, written, and verbal, particularly with culturally diverse stakeholders
  • a strong track record in delivering initiatives, strategies, and solutions in a high-pressure environment and
  • leadership experience in delivering timely, high-quality outcomes both independently and collaboratively in a small-team environment.

Experience in investing in rail or green/ sustainable/ resilient infrastructure is desirable but not essential.

Assistant Director - Partnerships for Infrastructure

The successful candidate will contribute to expertise and advisory services to Australian Government agencies and Ministers and the delivery of OICA advisory services for the P4I initiative.

You will have a key role in shaping commercial and financial advice that is provided to the SEA partner governments and working with them to improve public sector financing and investment decision-making frameworks and/or procurement policies.

Due to the nature of P4I, you may be expected to regularly travel to partner countries to perform OICA services for periods of up to 12 days, depending on need and COVID-19 safety requirements. Opportunities to live in partner countries may be available depending on interest.

Key responsibilities include:
  • supporting OICA to provide specialist commercial and financial advice and recommendations to key decision makers including agencies, ministers, and Cabinet
  • contributing to OICA's engagement with partner countries under P4I, including advising on:
    • improving public sector financing and decision-making frameworks, including funding and finance options and value for money
    • structuring, negotiation, and execution of infrastructure proposals
    • the effective management of assets
    • improving whole-of-government and sectoral procurement policies
    • building the capacity of SEA partner countries, including by delivering training and workshops of interest
    • supporting the creation of a Project Development Facility and piloting projects through that facility
    • supporting the development and embedding of models to estimate, benchmark, and integrate lifecycle costs into investment decisions, procurement planning, and contracting
    • developing policies, guidelines, and thought pieces of interest to SEA partner (and potentially also Australian) governments
    • continuous management of risks to ensure that commercial arrangements meet the highest standards of governance, performance, and probity and
  • representing OICA and the Australian Government in SEA partner countries
  • providing targeted, client-focused input to requests for advice from client agencies
  • providing high-level briefings to the CEO and OICA Leadership Team on strategic meetings and issues
  • building and managing relationships to ensure stakeholders proactively seek OICA's expert, trusted commercial and financial advice and
  • supporting and mentoring other members of the OICA team to enhance capability and capacity.

Desirable Qualifications / Experience

Analyst - Partnerships for Infrastructure

The successful candidate will be primarily responsible for supporting OICA's advisory services under the Partnerships for Infrastructure (P4I) initiative but may also have the opportunity to contribute expertise and advisory services to Australian Government agencies and Ministers.

Key responsibilities include:
  • contributing to the delivery of OICA activities under its P4I initiative, including assisting in preparation of frameworks, policies, tools, and capability building materials
  • coordinating OICA's program management under the P4I initiative, including supporting development of annual work plans, budgets, performance reporting and financial acquittals
  • supporting OICA's engagement with SEA partner countries under P4I, including arranging:
    • study tours in Australia for international visitors
    • events, training sessions and workshops, meetings, and travel, etc.
  • collaborating with internal and external stakeholders to provide timely workplace support
  • Supporting OICA to provide specialist commercial and financial advice and recommendations to key decision makers including agencies, ministers, and Cabinet
  • Providing briefing to the CEO and OICA Leadership Team on strategic meetings and issues, including P4I.

Desirable Qualifications / Experience
  • previous experience in program development and delivery, preferably including capability building
  • strong communication skills - oral, written, and verbal
  • a track record of contributing to the delivery of initiatives, strategies, and solutions in a sometimes-high pressure environment
  • experience in contributing to timely, high-quality outcomes both independently and collaboratively in a small team environment

  • experience in developing, implementing, or proposing reforms to frameworks, policies, and guidelines
  • an understanding of Cabinet Submission processes, including experience in drafting and commenting

Associate Director - Client, Cabinet and Strategy (CCS)

The Client, Cabinet and Strategy team (CCS) within OICA has a key role in driving OICA's organisational strategy and Commonwealth Government stakeholder and client engagement.

The Associate Director will report to the Managing Director, CCS, and will work in a dynamic environment and demonstrate flexibility and resilience.

Key responsibilities are broad ranging and include:
  • shaping and implementing OICA's organisational strategy and direction
  • identifying and leading the origination of new project and commercial advisory engagements from our Australian government client base
  • leading OICAs engagement with the Cabinet process and its support of Treasury Ministers
  • providing targeted, client-focused input to requests for advice from client agencies
  • providing high level briefings to the CEO and OICA Leadership Team on strategic meetings and issues
  • overseeing the delivery of OICA's Outreach program across government and contributing to thought leadership across the Commonwealth and
  • managing and mentoring junior CCS team members.

Desirable Qualifications / Experience

Tertiary degree, strong understanding of exercising influence within government, and knowledge of the infrastructure sector are all desirable.

Associate - Client, Cabinet and Strategy (CCS)

The Client, Cabinet and Strategy team (CCS) within OICA has a key role in driving OICA's organisational strategy and Commonwealth Government stakeholder and client engagement.

The Associate will report to the Associate Director, CCS, and will work in a dynamic environment and demonstrate flexibility and resilience.

Key responsibilities are broad ranging and include:
  • supporting and promoting OICA's organisational strategy and direction
  • managing OICA's engagement with the Cabinet process and associated systems
  • building and sustaining relationships with stakeholders in Australian government central agencies and line agencies to support OICA's business development and influencing activities
  • preparing high level briefings to the CEO and OICA Leadership Team on strategic meetings and issues
  • supporting the delivery of OICA's Outreach program across government and contributing to thought leadership across the Commonwealth.

Desirable Qualifications / Experience

Tertiary degree, strong understanding of exercising influence within government, and knowledge of the infrastructure sector are all desirable.

Associate Director - Policy and Programs

The Policy and Programs team (P&T) within OICA is responsible for new policy, programs, and investment facilities involving infrastructure and financing.

The Associate Director will report to the Managing Director, Policy and Programs and will work in a dynamic environment and demonstrate flexibility and resilience.

Key responsibilities are broad ranging and include:
  • supporting OICA to provide specialist commercial and financial advice and recommendations to key decision makers including agencies, ministers, and Cabinet, in respect of new policy, programs, and investment facilities involving infrastructure and financing
  • contributing to thought leadership across the Commonwealth
  • contributing to developing and improving Australian Government investment and financing policies, frameworks and tools including on:
    • project and business case development and assessment of value for money
    • funding and financing opportunities
    • structuring, negotiation, and execution of infrastructure proposals
    • whole of government and sectoral procurement and delivery models and
    • the effective management of assets.
  • providing high-level briefings to the CEO and OICA Leadership Team on strategic meetings and issues
  • building relationships to ensure stakeholders proactively seek OICA's expert, trusted commercial and financial advice
