Title: Director, Asset Allocation and Strategy Investments             

Grade: 315

Department/Section: Investments/Management                      

FLSA Status: Exempt

General Summary:

Under the direction of the deputy executive director, Investments and Chief Investment Officer (CIO), assist the CIO in the oversight of the entire Investment Department to ensure quality management and performance of the total investment assets.   

Principal Duties and Responsibilities:

  1. Assist in the CIO in the management of the investment assets of State Teachers Retirement System of Ohio (STRS Ohio) to meet the long-term performance objectives of the total fund. 
  2. Support the CIO in the overall implementation of the investment program, strategies, including risk management, transactions and compliance with the Investment Objective and Policy Statement and other board policies, investment policies and guidelines.
  3. Monitor overall total fund asset allocation and liquidity; coordinating total fund rebalancing such that investment and liquidity objectives are met.
  4. Conduct rigorous asset allocation analysis applying portfolio theory, quantitative and qualitative analysis and make strategic and tactical asset allocation recommendations.
  5. Develop, research and review existing and new investment strategies based on rigorous due diligence and make recommendations.
  6. Monitor market conditions and industry trends by developing quantitative and qualitative risk signals leading to strategic and tactical recommendations.
  7. Maintain a total fund portfolio analytics system in coordination with multiple asset class portfolio analytics systems.
  8. Prepare, analyze, report and decompose sources of investment risk and returns leading to efficient allocation of the active risk management and optimal risk budgeting.
  9. Assist the CIO, in developing strategy, tactical asset allocation, policy and procedures by serving on the investment strategy committee.
  10. Assist the CIO during investment committees pertaining to private equity, opportunistic/diversified and real estate portfolios.
  11. Coordinate, along with the CIO, the formulation and presentation of the Annual Investment Plan to the STRS Ohio Retirement Board. 
  12. Contribute to and assist the CIO in the coordination of the annual investment seminar each year with investment consultants to provide education to board members on strategic topics and strategies pertinent to the oversight and management of the investment program.
  13. Travel, not to exceed 10% of work time, including attending seminars, conferences, investment meetings, and financial analyst meetings, in addition to offsite due diligence of investment or meeting with external managers and STRS Ohio Retirement Board advisers.
  14. Prepare and present special projects as directed.

 

Knowledge, Skills and Abilities:

  1. Bachelor’s degree required; emphasis in business administration, economics, statistics, finance applied mathematics or a quantitative oriented field preferred.
  2. Master's or Doctorate degree preferred; emphasis in business administration, economics, statistics, finance applied mathematics or a quantitatively oriented field preferred.
  3. Previous supervisory and leadership experience leading, coaching, mentoring associates preferred.
  4. Ten or more years of demonstrated multi-asset class experience with a comparable institutional investment manager, institutional investment consultant, asset management or investment bank with an emphasis on risk management, quantitative investment research and portfolio management analytics required.
  5. Thorough knowledge of economics, finance and statistics including asset pricing theory, portfolio theory, modeling, benchmark analysis and performance measurement.
  6. Extensive experience with portfolio and risk management systems and knowledge of computer programming in relevant statistical/analytical software such as Matlab, R, SAS and SQL required.
  7. Chartered Financial Analyst (CFA) Charter holder preferred.
  8. Eligibility for licensure as a state retirement system investment officer required.
  9. Ability to conduct research, analyze trends and make recommendations to senior management required.
  10. Proven ability to work with and preserve confidential information required.
  11. Strong interpersonal skills necessary to deal effectively and courteously with internal and external contacts required.
  12. Superior oral and written communication skills required.
  13. Superior organizational skills and a high degree of accuracy and attention to detail required.
  14. Proven ability to operate Microsoft Office programs and standard office equipment required.
  15. Ability to work independently and in a team environment while meeting deadlines with minimal direct supervision required.
  16. Excellent work record of attendance, punctuality and the ability to maintain a flexible work schedule to meet business needs. Occasional evening, weekend and non-regular work hours may be required.
