Treasury Board and Finance, Edmonton – A dynamic senior leadership opportunity is available in the Capital Markets group in our Treasury and Risk Management Division. The Capital Markets group is responsible for management and execution of capital markets transactions for the province's treasury functions with a focus on primary market transactions. The division is also responsible for risk management, financial policy development, portfolio research and performance analysis for the Province's multi-billion dollar investment portfolios, including the Alberta Heritage Savings Trust Fund.

Strategic Planner, Relationship Builder, Financial Leader

Are you an experienced financial leader looking for an exciting opportunity to advise, influence and shape financial plans at our government’s senior levels? We have an opportunity for you!

As Director, Financing, you will take leadership in developing and implementing financing plans for the Province of Alberta. Using your exceptional treasury management knowledge and debt capital markets experience, you will monitor the financial markets and economic trends to identify and capitalize upon market opportunities. Your leadership will help to minimize the cost of borrowing to Alberta taxpayers and provincial corporations.

Your solid knowledge and experience will be welcomed as an important contribution! You will provide support to our corporate finance activities, including the evaluation of financing proposals from other government departments and Crown agencies. You will also be responsible for leading a small group of professional and competent staff whose work supports the completion of the responsibilities described above, notably short-term debt issuance. The keys to success in this role will include past experience that has helped you to build strong skills in strategic thinking, negotiation and conflict resolution. We need a leader with strong oral and written communication skills and an aptitude for relationship building. Qualifications

Post-secondary degree in accounting, business, finance, public administration or other related discipline combined with a minimum of seven years experience within a government or corporate treasury environment (i.e. municipal, provincial, and/or federal sectors) is required.

Also required is experience with Canadian or international debt capital markets and proficiency with Microsoft Office software applications (Excel, Outlook, Word, and PowerPoint).

Demonstrated knowledge of global capital markets and relevant Canadian legislation, policies and processes, particularly those relevant in a Canadian government finance setting is preferred.

Assets include:

  • A Chartered Financial Analyst (CFA) designation
  • Relevant Master's level finance degree
  • Management experience/experience supervising financial professionals

Related experience or education may be considered as an equivalency on a one for one basis.
