The EIB, the European Union's bank, is seeking to recruit for its Group Risk & Compliance Directorate (GR&C),Group Financial Risk Department (GFIN), Treasury & Liquidity Risk Division (T&L), Treasury Risk Unit (TRU) at its headquarters in Luxembourg, a (Senior) Treasury Risk Officer (*). This is a full time position at grade 5/6.

Purpose

As (Senior) Financial Risk Management Officer, you will design, develop and perform financial risk controls, credit risk controls, as well as performance measurement / reporting, with a focus on the Treasury portfolios managed by EIB, in order to minimise Treasury Risk and ensure EIB's alignment with the Best Banking Practices in the area.

Operating Network

Reporting to the Head of the Treasury Risk Unit, you will work in close cooperation with all members of the Unit. You will also have high levels of interaction with colleagues in the Finance Directorate and will interact externally with rating agencies and consultants.

Accountabilities
  • Design, develop and maintain the financial models and procedures used in your area of activity/ related to the treasury portfolios under your responsibility
  • Coordinate and perform daily risk controls (compliance with minimum rating criteria, interest rate sensitivity limits, credit limits and concentration limits)
  • Design and improve a system of counterparty structure, credit limits, internal and external ratings and procedures used for such purposes
  • Draft and review Asset Management Guidelines related to the asset management activity
  • Formulate independent opinions on operations and proposals embedding treasury risks
  • Oversee the performance of investment portfolios (calculation of returns for assets and related benchmarks, analysis of trends, performance attribution)
  • Develop, maintain and continuously improve a database of counterparts used for treasury transactions and the related ratings
  • Monitor exposures against set limits (compliance with minimum rating criteria, interest rate sensitivity limits, credit limits and concentration limits) and report thereof
  • Respond to ad-hoc/non-recurrent/complex demands including limit requests/new products/initiatives/policies related to the content of the post when needed
  • Oversee the drafting and reviewing of the documentation requested in case of audits and maintain documentation of internal procedures.

Qualifications
  • University degree, preferably in a relevant subject and with post-graduate studies. FRM / PRM / CFA certification or enrolment would be an advantage
  • Extensive relevant professional experience in the banking or asset management sector, of which at least 5 years directly related to the role
  • Deep understanding of interbank deposits and reverse repos, money market funds, government bonds, corporate bonds, covered bonds
  • Deep understanding of concepts/methodologies related to external ratings
  • Proficiency in Business Objects, Bloomberg, Bankscope and Excel VBA or Python. Previous exposure to WSS Finance Kit and/or knowledge of C# would be a definite advantage
  • Familiarity with joint EIB Group / EU financing initiatives (e.g. NER 300) will be a plus
  • Excellent knowledge of English and/or French (*). Knowledge of other European languages would be a strong advantage.

(*) There may be certain flexibility on this requirement, but limited to particularly suitable candidates who may not yet be proficient in French. If selected, such candidates will be hired on the condition that they build up rapidly knowledge of French and accept that their future career in the EIB may be subject to the attainment of sufficient proficiency in both of the Bank's working languages

The term of this contract will be 4 years. The EIB offers fixed-term contracts of up to a maximum of 6 years, according to business needs, with a possibility to convert to a permanent contract, subject to organisational requirements and individual performance.
