About the Energy Transition Fund
Established in 2019, the Energy Transition Fund (ETF) is a funder
collaborative that supports regional and global strategies to create the
conditions for a just and equitable phase-out of fossil fuel production, in
line with the Paris climate limits. ETF is a sponsored project of
Rockefeller Philanthropy Advisors (RPA), a 501(c)(3) non-profit
organization whose mission is to help donors create thoughtful and
effective philanthropy.
The Role
ETF is seeking a strategic and energetic individual to expand our capacity
to design and implement impactful and effective strategies related to oil
and gas in the Latin America and Caribbean region. The Program Officer will
report to the Executive Director and work closely with other ETF staff to
contribute to strategic planning, the development of grantmaking portfolios
and to manage productive relationships with grantees and other partners.
Specific responsibilities will include:
Monitor and provide insight on the political-economic and social contexts relevant for work on the energy transition;
Work with NGO partners and ETF staff to co-design grounded and impactful strategies related to oil and gas in priority countries, set clear objectives for those strategies and benchmark progress against the objectives;
Help to identify and determine how to fill capacity gaps within the civil society landscape;
Build trusting and respectful relationships with grantees and steward them through the grantmaking and reporting process;
Work collaboratively with other funding partners to identify the key barriers to the energy transition in priority countries and develop strategies to address them;
Support ETF proposal and grant report preparation and the preparation of presentations and written material for various funder forums;
Plan regular updates to funders, face-to-face meetings as needed and participation of ETF in conferences;
Liaise with finance department on budgeting, tracking of revenue and expenses and presentation of the grant portfolio for internal and external audiences; and
 Support the Executive Director in other business as required.
Candidate Profile
The ideal candidate is a creative and innovative strategist who is driven by the urgent need to mitigate the worst impacts of climate change by influencing global oil and gas production. The Program Officer will possess at least 5 years of experience in the environmental field, have a solid understanding of the sociopolitical issues related to oil and gas in the region, with demonstrated campaign skills and ability to build strong relationships across a range of organizations.
Specific competencies to highlight include:
 A demonstrated record of designing and implementing strategies to make change, understanding and navigating complex and changing political and economic environments;
 Demonstrable commitment to social change work, and relations of mutual trust with advocacy and movement organizations;
 An understanding of oil and gas issues in Latin America and the Caribbean, and the broader political and civil society landscape;
Ability to bridge between funders and civil society organizations;
Intellectual agility and the ability to analyze, think critically, and understand emerging issues and opportunities to drive the transition away from oil and gas;
Ability to build meaningful and respectful relationships with diverse partners, including across cultures, and approach relationships with a highly collaborative mindset;
Experience effectively leading internal and external teams in a collaborative and thoughtful way to build shared strategies and objectives;
Experience in grantmaking and evaluation is an asset.

Fluency [spoken and written] in Spanish and English is essential; fluency in Portuguese is a strong asset.
