The Portfolio Manager reports to the Sr. Manager, Corporate Investments & Funding within SVBs Finance Organization. The Portfolio Manager is responsible for implementing approved portfolio strategies and in managing certain investment grade assets under guidelines established in the Company's Investment Policy. The Portfolio Manager assists in developing appropriate long-term investment strategies that address regulatory capital limitations, liquidity and cash flow concerns and interest rate risk while keeping yield and price return as an important but secondary consideration. The Portfolio Manager may be responsible for single or multiple asset classes which include U.S Treasury and Agency debentures, Mortgage-backed Securities and Collateralized Mortgage Obligations (residential and commercial), Structured Credit Securities (residential, consumer and commercial), high-quality Corporate and Municipal Bonds.

The Portfolio Manager is responsible for implementing approved portfolio strategies through trade execution including funding transactions, as needed. The Portfolio Manager directs and assists the Assistant Portfolio Manager in producing required performance and credit monitoring reports on portfolio assets and is responsible for establishing appropriate analysis and controls related to the investment process which includes a variety of administrative and reporting duties, pre-purchase analysis, trade execution, compliance with trading limits, settlement and counterparty limits, monitoring, etc. The Portfolio Manager assists in the development of the Assistant Portfolio Manager in their role to ensure all required analytical and reporting duties (SEC Schedules, Regulatory disclosures and SOX controls) are completed and updated accurately and in a timely manner. Additionally, the Portfolio Manager will collaborate with the Asset/Liability and Capital Planning & Stress Testing functions to ensure that investment strategies are consistent with the overall organizational objectives. The Portfolio Manager will analyze process outputs and exercises independent judgement to initiate investment transactions on the Company's behalf.

The primary responsibility of the position is to develop effective investment strategy implementation processes considering factors that influence the ability to successfully execute transactions. These factors include, supply/demand considerations, asset concentrations, constructing and controlling expected portfolio cash flows, utilization of trade counterparties, and investment settlement timing considering current and expected liquidity needs. This includes establishing effective processes to measure, report and communicate investment strategy performance and compliance with portfolio guidelines to appropriate oversight committees and Executive Management.

The position is also responsible for designing and overseeing an effective framework and processes relating to pre-purchase analysis appropriate for each asset class and on-going monitoring and reporting requirements. These requirements should be designed to address monthly and quarterly reporting cycles applicable to accounting, SEC reporting, Regulatory reporting, and in providing documentation to support compliance during examinations by Internal/External auditors and Federal examiners.

Qualifications

This is a complex position requiring the ability to clearly articulate the contribution of benefits and risks associated with specific eligible asset classes in the context of long-term portfolio strategies. The position requires the commitment and decisiveness to carry out portfolio strategies confidently by applying a thoughtful and rational trade execution approach. The role of the Portfolio Manager is to implement investment strategies by coordinating activities between the Bank and its trading counterparties while anticipating cash availability and funding requirements. The Portfolio Manager is expected to constantly monitor the economic environment and other relevant factors that could impact portfolio implementation or trade execution. Finally, the Portfolio Manager will be relied upon to oversee standard operating procedures related to the investment process but also adapt to changes in investment objectives based on changes in the economy, market interest rates and overall Company performance.

Education & Experience Requirements:
  • Bachelor's Degree in Business, Finance, Statistics or Mathematics
  • Master's Degree or CFA Designation preferred
  • Minimum work experience 7 to 10 years
  • Working knowledge of Microsoft Office Suite of Products, Bloomberg and Bond analytical software
