JOB SUMMARY

General Description:  Performs complex investment research and analysis work. Evaluates investment data and reports submitted by Texas public retirement systems; analyzes asset allocations, investment returns and risk; conducts trend analysis and other statistical studies; prepares reports on key market issues; studies capital market trends; and other duties as assigned. Works under general supervision, with moderate latitude for the use of initiative and independent judgment. Prepares reports, statistical studies, and presentation materials as needed; and assists senior staff on special projects.

Essential Functions: Analyzes and monitors retirement system investment reports to evaluate consistency with industry best practices; evaluates market conditions and asset allocations; evaluates compliance with investment policies; and communicates with retirement systems regarding their investment practices. Helps standardize investment reporting both internally and externally. Provides analysis of investment asset classes; evaluates risk and return; evaluates appropriateness of investment fees paid; develops detailed reports or presentations to identify trends, potential issues, and review asset class performance and correlation. Assists with ad hoc projects and publications. May make presentations to the Board or other stakeholders.

MINIMUM QUALIFICATIONS

Education and Experience:  Experience in investment research or quantitative analysis work. Graduation from an accredited four-year college or university with a degree in finance, business, statistics, mathematics, accounting, or related field. Education and work experience relevant to the position requirements may be substituted for one another on a year-for-year basis.  

Knowledge, Skills and Abilities:  Knowledge of investment securities and market fundamentals, financial modeling concepts, and basic economic principles. Ability to apply financial research techniques and to conduct exhaustive searches and evaluations of vast amounts of data. Skill in mathematics and demonstrated knowledge of Microsoft Office (Access, Excel, Word, Outlook) software. Proven ability to organize and manage tasks effectively and efficiently. Must be able to communicate effectively with executive staff, board of directors, the Legislature, other state agencies, and the public. Strong attention to detail, technical writing and oral communication skills required. 

Preferred Qualifications: Experience in investment research or quantitative analysis work, preferably with an institutional investor such as a pension plan, insurance company, endowment or foundation. CFA or CAIA, or progress toward those certifications, is preferred.
