Purpose

The purpose of the role is to contribute to maintaining the high credit quality of the EIB transaction portfolio by reviewing and advising the EIB origination teams on proposed new transactions in a wide variety of sectors and geographies and providing independent credit opinions as part of the new exposure and event resolution decision-making process. In addition, the role involves contributing to the on-going development of risk methodologies, guidelines and procedures.

Specific Post Environment

The RISK Management (RM) Directorate is the EIB’s independent risk assessment team for new and existing lending, funding and treasury operations. RM provides policies, second opinions on individual proposals, an EIB -wide portfolio view and reporting, seeking to apply Best Banking Practices. The Operations Department (OPE) within RM is responsible for the overall EIB credit risk strategy, including a) development, review and update of Credit Risk Guidelines (CGRs), Equity Risk Guidelines (ERG) and other relevant procedures and b) providing input on strategic initiatives and new products such as EFSI, risk-sharing, etc.

Operating Network

Each successful candidate will report to the relevant Head of Unit and Head of Division and will cooperate closely with the other team members. S/he will have extensive contacts with colleagues in Risk Management, Front Office Lending, Transaction Monitoring, Legal Department as well as, occasionally, with external counterparts. S/he will also maintains contacts with Rating Agencies, and other relevant external information sources.

Accountabilities

Under the supervision of their direct manager, the selected candidates will:

  • (Independently) evaluate and monitor the credit risk associated with loans and guarantees in standard and structured operations, in line with guidelines and procedures for the department. This includes:
    • Assess credit risk, formulate opinions on credit proposals, review and validate counterpart ratings and credit limits, and determine risk pricing
    • Review legal documentation from a credit risk standpoint
    • Coordinate with other operational departments in structuring and mitigating credit risk
    • Propose security/collateral requirements Closely follow and report on counterparts/transactions requiring special attention
  • Check the quality and correctness of credit risk-related data input into various IT systems
  • Deal with credit risk related enquiries from within the Bank and provide adequate solutions
  • Contribute to the development and improvement of procedures, support and control systems, IT systems, methodologies and working tools
  • Proactively provide advice and recommendations on complex credit risk issues and related policies for credit risk management, aligning the EIB with best practice
  • Periodically, take lead or participate in horizontal tasks concerning e.g. rating modelling, best banking practices, initiatives and working groups at bank level etc.

Qualifications

  • University/ Master’s degree, preferably in Finance, Business Administration or Law.
  • Minimum 3 years of relevant professional experience in Pricing/ Credit Risk Assessment of and/or lending to banks, private and/or the public sector.
  • Proficiency in analysing the credit risk of financial institutions, private and/or public sector entities. .
  • Knowledge of credit risk assessment of private/ public sector counterparts would be an advantage. .
  • Proven experience with credit risk assessment methodologies and rating agency criteria.
  • Proficiency in reviewing complex legal structures.
  • Knowledge of the Bank’s standard computer applications, as well as the specific IT applications supporting operations.
  • Excellent knowledge of English and/or French, with a good command

(*) There may be certain flexibility on this requirement, but limited to particularly suitable candidates who may not yet be proficient in French. If selected, such candidates will be hired on the condition that they build up rapidly knowledge of French and accept that their future career in the EIB may be subject to the attainment of sufficient proficiency in both of the Bank's working languages
