Job Description Summary: 

Senior Director, Regulatory & Legislative Outreach, is accountable for helping formulate CFA Institute’s policy positions and leading our legislative outreach in Washington. This position is responsible for representing the interests of CFA Institute and its members on capital markets issues, including securities market regulation, investment products regulation, market structure issues, financial reporting and audit regulation. This will include monitoring and setting strategy on outreach related to legislative bills and other actions relevant to CFA Institute’s three Advocacy Principles and such other positions, policies, and standards as may be relevant to CFA Institute and the investment management profession.

This will require extensive relationship building experience, a deep knowledge of the D.C. political and influence process, strong promotional and in-person engagement experience with U.S. lawmakers and other U.S. government institutions and industry stakeholders using our Advocacy tools and content including legislative proposals, policy research, regulatory comment letters and by conducting focused advocacy events.

The key responsibilities in this position focus on supporting the development of legislative influence projects, policy papers, regulatory consultations, etc., to position CFA Institute as a thought leader in the areas of market integrity, investor protection and professional practice within the financial services industry. The Senior Director, will oversee the functioning of the Washington D.C. office, including support of local staff as directed by the Head, Advocacy, Americas. The position will also involve assisting with office planning, work plan strategy, budgeting and such other activities as might be necessary to help organize the work of the local advocacy team to meet annual performance and activity goals. The position will be based in Washington D.C., and will report to the Head of Advocacy, Americas.

Job Description:

ESSENTIAL FUNCTIONS

  • Lead efforts in the policy maker outreach areas for CFA Institute in the Congress and assist as needed with the broader Americas region.
  • Co-ordinate internally the development of federal and state advocacy positions and related policy research.
  • Support the CEO, Managing Director of Advocacy and the Head of Advocacy Americas as regular spokespersons for the public awareness activities in Washington and serve as an “at-the-ready” spokesperson as directed on Advocacy legislative and regulatory issues.
  • Develop and maintain extensive, mutually-beneficial relationships at high levels within standard-setters, regulators, legislative offices and other stakeholder organizations in Washington.
  • Meet with key high-level individuals within these entities projecting an image of CFA Institute as a premier independent, non-commercial, representative of investor protection and market integrity in the investment profession.
  • Work in conjunction with the Managing Director and Head, Advocacy, Americas in overseeing legislative and regulatory outreach in the broader AMER region.
  • Provide support to Society Advocacy Engagement staff and Society members as appropriate in outreach as well as leading CFA Institute responses to legislative proposals that have local implications and support others in the Americas region regrading regional / country implications, as directed.
  • Provide Advocacy staff with guidance to design and conduct research, articulate issues, propose policies and positions, and produce consistently, high-quality written documents, oral presentations, and other advocacy tools and outputs for regulatory and legislative events and outreach.
  • Assist the Head, Advocacy, Americas in managing the Washington DC office and staff day to day by providing leadership and direction, encouraging development, advising on staff performance and helping to maintain a constructive work environment.
  • Assist in identifying new Advocacy research project ideas for the annual Litmus test process and oversee project development locally as needed.

EDUCATION / EXPERIENCE

  • Bachelor’s Degree or higher in Finance, Public administration, Economics or an equivalent combination of investment industry and policy / legislative experience required.
  • Law Degree and CFA designation preferred.
  • Minimum 12-15 years’ experience with legislative bodies, engagement with congressional committees and staff, policy stakeholder groups in Washington D.C., and other policy centers in the Americas region. In-depth knowledge of Federal laws and regulations governing capital markets such as securities regulation, investor fairness and transparency initiatives, corporate governance and reporting issues, etc. Some topical expertise on matters such as ESG, Dodd Frank Act implementation, Regulation Best Interests and other current financial services industry debates desired.
  • Fluency in English required; multilingual would be useful.
  • Global cultural orientation required, and global working experience preferred.
  • Ability to work and have credibility with high-level industry regulators, stakeholders, investment professionals and academic leaders, representing CFA Institute in a professional and politically skilled manner.
  • Strong relationship management skills and experience in building strong relationships and influencing stakeholders at multiple levels in a variety of local markets, understanding local needs and opportunities.
  • Experience in leading and directing the activities of volunteer committees, roundtable events, social media and webinar experience.
  • Excellent public speaking and communication skills including written, verbal, listening, and presentation.
  • Ability to create new and unique ideas and an entrepreneurial spirit a plus.
  • Very high level of organizational and time management skills, including ability to juggle competing priorities and changing expectations.
  • Must demonstrate outstanding judgment and mature business skills with the ability to establish a strong rapport with senior management.
  • Excellent problem solving, and analytical skills.
  • Ability to handle confidential and sensitive information with a high degree of professionalism.

TRAVEL REQUIREMENTS

  • Travel will be approximately 25 percent of the time, including some global travel.
