The Team: The Western European and French-Speaking African Sovereign & International Public Finance (IPF) team covers more than 100 ratings across sovereigns, government-related entities, not-for-profits, local & regional governments, and supranationals. The 17-strong team includes primary analysts, support analysts, and three pod leaders. IPF ratings are covered by two pods (1 in Paris, where this position is based, and 1 in Madrid / Milan), while the sovereign pod has analysts in London, Paris, and Madrid. Support analysts (including this position) are typically focused on credits in one "pod", with occasional transversal work.

The Impact: Rating analysts are our more experienced support analysts and play a crucial role in the timely and effective surveillance of ratings, preparation of data for rating committees and management meetings, commentaries, presentations, and other forms of internal and external analytical output.

Responsibilities:
  • Develop and maintain an understanding of industry trends and issues across French, Belgian, or Swiss local and regional governments.
  • Perform credit analysis by demonstrating the ability to understand and identify key factors that affect an issuer's credit rating.
  • Flexibility and adaptability to rapidly start supporting credit surveillance on a rating portfolio.
  • Attend meetings and interact professionally with senior management of local and regional government and to obtain information upon which to base credit rating decisions.
  • Help present, or present directly, findings and opinions to a credit rating committee.
  • Prepare commentaries / papers on areas of expertise for publication.
  • While the work is primarily a supporting role to more senior analysts, particularly in the early stages, it may include more direct primary responsibilities, for example for Credit Estimates, or internally used ratings.

Basic Qualifications:
  • Strong analytical skills, detail-orientation, the ability to remain accurate with numbers under time pressure
  • An understanding of French local and regional governments institutional framework and basic accounting concepts.
  • Strong written and oral communication skills in English, and fluency in French (native speakers will have an advantage).
  • The ability to work both independently and proactively within a team environment.
  • Educated to degree level, and able to demonstrate how that education is relevant to credit analysis.
  • Willingness to travel in France (and occasionally Switzerland and Belgium).
  • Computer literacy with Excel/Word/PowerPoint and database application skills. Ability to prepare forecasts based upon reasoned assumptions.
  • Solid communication skills, verbal and written, as well as the capacity to expand learning and to make a contribution.

Preferred Qualifications:
  • An additional European language, e.g. Spanish, is an advantage, as is the enrollment in the CFA program.
  • Training or experience in economics and / or the Eurozone, and /or sub-saharan African geopolitics.
  • Excel VBA programming
