About the Team

SWIB is seeking a Human Resources Business Partner to effectively engage with all business teams to drive strategic partnerships across the enterprise. This seasoned leader will bring a strong passion for employee coaching, commitment to employee learning and development, and talent for strategic organization-wide culture development and preservation. The HRBP will provide general HR leadership and guidance to managers and employees in the areas of performance management, objective setting, coaching, employee
relations, base pay compensation, benefits, talent management and retention, and organizational development. This role will manage a team of two direct reports and will work in alignment and collaboration with the recruitment division, with both divisions reporting to the Deputy Executive Director/Chief Administrative Officer.

Responsibilities include:

Talent Management

• Drive the agency's engagement survey and develop follow up communication and action items following the analysis.
• Partner with the recruitment division in collaboration to support SWIB's hiring and meeting its diversity goals.
• Design, implement, and oversee the onboarding process to provide a positive experience for new employees and to retain talent.

Professional Development

• Facilitate the newly implemented 9-box and talent ranking tool and process; provide advice on career development.
• Drive succession planning discussions in collaboration with the business, ensuring the senior leaders have identified and actionable plan.
• Develop training opportunities to support employees in developing competencies and skills that are needed for success and to develop employees who can meet future organizational needs in replacing departing talent.
• Provide leadership in the development and implementation, and communication to managers and staff for employee performance, competency development, and options to reach development goals.

Administration of Compensation Surveys, Employee Review Process and Benefits

• Assess compensation levels/options in accord with fairness, employee satisfaction,
competition, and retention and make recommendations to the Deputy Executive Director/Chief Administrative Officer & Executive Director/Chief Investment Officer.
• Manage the mid-year and end-of-year performance review process and liaise with Finance
regarding the incentive compensation program as needed.
• Manage the base pay compensation program and collaborate with business leaders on progression, promotions and merit pay decisions.
• Assist the business teams and recruitment division with benchmark survey data within McLagan and maintain annual updates within centralized database.
• Oversee communications and/or counsel staff when necessary, on compensation matters.
• Develop and innovate a strong HR service model.
• Oversee the communication and administration of the State's benefit programs to SWIB employees.

Legal Compliance and Policy Matters

• Develop, implement, communicate, and interpret SWIB's human resource-related policies
assuring that they comply with state and federal laws and regulations and state compensation plans, as applicable.
• Conduct investigations, as necessary.
• Serve as the principal overseer of compliance and regulatory changes and support processes and training requirements and provide for changes in SWIB policies as necessary.
• Assure that SWIB follows state and federal laws and regulations related to human resources including but not limited to the Fair Labor Standards Act, Americans with Disabilities Act, the Family and Medical Leave Act, etc.

The Ideal Candidate:
• Bachelor's degree in Business, HR, or related field. Master's Degree preferred.
• Multi-disciplined HR background, with 10 plus years of significant HR leadership experience, preferably within the investment management industry.
• Experience in utilizing and managing McLagan surveys.
• Strong track record of partnering with, coaching and providing guidance ranging from simple to complex issues.
• Ability to demonstrate the highest level of confidentiality and integrity, building trust with the
business and employees.
• Strong business acumen with demonstrated success in partnering with the growth-oriented
business teams and creating effective human capital solutions in an agile environment.
• Strong understanding of leveraging human resources analytics for Board of Director material packages.
