Oregon State Treasury is recruiting for the position of Investment Analyst 2. The primary purpose of this position is to assist Investment Officers within the Public Equity Investment Division and focus on assisting with the management of public equity investment manager relationships, managing portfolio structures, and performance evaluation and assessing risk.  

 

Work Schedule 

This position will have the opportunity for a hybrid (remote and in-office) work location schedule; in-office work will be predominately from Treasury’s office in Tigard. The schedule will be one day per week in the office, with the potential for additional time in the office as needed for in-person meetings. Additionally, the new Investment Analyst would require training and thus more time in the office while being trained. Once training has reached a satisfactory level, more independent work is possible. 

 

Salary  

$64,752 - $99,504 annually. 

 

Job Duties Summary 

  • Facilitates periodic multi-million-dollar cash transfers between Oregon State Treasury managed accounts held in trust at the State’s custody bank.  Creates necessary documents, secures approved signatures, transmits relevant information to all concerned parties, and retains relevant files. Position requires understanding of public equity markets and use of custody bank software.   

  • Works with Public Equity Investment Officers and the custody bank in the opening process of “new countries” equity markets which Oregon seeks to invest.   This requires facilitating the completion of documents pertaining to local country taxes, tax accountants, powers of attorney, etc. 

  • Works with Public Equity Investment Officers in the tracking, updating, dissemination, and file retention of relevant Investment Management Agreements (IMA). 

  • Organizes Public Equity investment manager calls and meetings, manages the receipt of all investment manager reports, along with prospective manager marketing materials. Further, maintains electronic documentation of all investment manager interactions. 

  • Participates in conference calls, meetings, and documents updates and analyses of all equity managers.   

  • Conducts routine investment reporting at the investment manager and composite level, including but not limited to performance, attribution, exposures, and positioning. 

  • Aids in formulating committee- and board-level materials, such as memos and PowerPoint presentations 

  • Performs various research projects as requested by Public Equity Investment Officers. 

 

Job Classification 

This position is classified as an Investment Analyst 2. This position is a SEIU represented position.  

 

Minimum Qualifications for Our Position 

  • A bachelor’s degree in business or finance, or any other degree demonstrating the capacity for the above-listed knowledge and skills and four years of professional experience in a similar analytical, operational or project management role; OR 

  • A valid certification as a Chartered Financial Analyst (CFA) and 3 years of experience; OR 

  • Any combination of professional experience and education equivalent to seven years of technical-level experience consistent with the knowledge and skill requirements listed above.

  • Investment experience (such as from an asset manager, consultant, corporation, high net worth advisor, or pension plan).

OST is led by the State Treasurer, a constitutional officer and statewide elected official.  The Treasurer serves as the chief financial officer for the state and is responsible for the prudent financial management of state money.  The Treasurer serves a four-year term, and, if reelected, may hold the position for two terms.  The current State Treasurer is Tobias Read, who was sworn into office in January 2017.

The Investment Division, currently comprised of 50+ individuals, is one of the five OST divisions and is responsible for managing the investment of the Oregon Public Employees Retirement Fund (OPERF), the State Accident Insurance Fund, the Oregon Short-Term Fund, the Common School Fund and numerous other state and state agency accounts.  The division also manages the investment program for the state’s deferred compensation plan, advises the Oregon 529 College Savings Board on its investment activities, and serves as staff to the Oregon Investment Council (OIC).  The division oversees the actual investments, which are made by a select group of outside investment managers, as well as provides internal management capabilities for select mandates comprised of common stock, fixed income and money market securities.
