Global Risk is a thriving and expert risk management function supporting HSBC globally with all aspects of risk management. The team actively manages a varied and dynamic range of risk types, including security, fraud, information security, contingency, geopolitical, operational, credit, pension, insurance, market and reputation risks. All parts of the Global Risk team use their skills, insight and integrity to handle established threats and those they see emerging, acting to protect and enable HSBC to deliver sustainable growth.

We are currently seeking a high calibre professional to join our team as a Senior Regulatory Policy and Engagement Manager.

Principal Responsibilities

Role Purpose
  • This role will be based in Hong Kong and will sit within the Risk Regulatory Policy & Engagement team, which forms part of the Asia-Pacific Risk function. The jobholder is expected to work closely with the local Global Risk Analytics (GRA), Wholesale businesses, Wholesale Credit and Market Risk and Finance teams providing regulatory analysis and insight on changes impacting HSBC's wholesale credit portfolios
  • The role will drive regulatory analytics, policy development and interpretation, Basel compliance monitoring and portfolio management, focusing on the Basel credit risk and securitization standards. The individual will provide policy guidance and will engage with internal stakeholders and regulators to seek capital relief (Significant Risk Transfer) on the securitization transactions originated by HSBC in Asia-Pacific
Key Accountabilities
  • Provide guidance and opine on regulatory policy
  • Drafting policy interpretations and opinions
  • Prepare significant risk transfer submissions to regulators
  • Preparation of consultation responses and, where relevant, submissions to regulators
  • Work together with business experts from the GRA, Wholesale businesses, Wholesale Credit & Market Risk, Finance teams and other stakeholders to develop appropriate regulatory opinions and policy solutions
  • Lead on the provision of regulatory guidance and policy opinions, including clear communication of the latest external regulatory developments to stakeholders
  • The role holder will be expected to work with GRA, Wholesale businesses, Global Policy leads, Wholesale Credit & Market Risk, and Finance teams to develop and communicate solutions to address rule changes or answers to specific policy questions and/or regulatory requirements
Requirements

Qualifications
  • Educated to university degree level or equivalent and, and it would be desirable for them to hold a relevant professional qualification (FRM, CFA)
Experience
  • Experience in general or wholesale banking including Commercial Banking, Global Banking & Markets or Wholesale Credit
  • Previous exposure / experience on the securitization framework / Significant Risk Transfer would be an added advantage
  • Good knowledge of the regulatory landscape particularly relating to the Basel capital framework, Internal Rating-Based approaches, the securitization framework, or previous experience in a Regulatory Capital policy function
  • Relevant working experience in a bank, rating agency, consultancy or advisory firm would be considered
  • Experience of dealing with regulators is preferable
  • Some understanding of statistics and concepts of the risk modelling process would be advantageous
