Citi embarked on a transformation journey across its EMEA Talent Acquisition function four years ago from an outsourced to internal model. Part of the transformation strategy was the creation of a centralised Talent Acquisition Strategy and Programs function that enables positive change and continuous operational improvement through data analytics, as well as governance of Talent Acquisition infrastructure across 55 countries. We are seeking an EMEA Head of Strategy & Programs to lead this 30+ people strong team. This role is a central to the EMEA Talent Acquisition leadership team.

The role has ownership for several pillars: Strategy & Transformation; People & Operations; Process & Controls; Tools & Systems; Talent Attraction & Engagement; and Diversity Effectiveness for the EMEA region. This role drives operational delivery of the strategic book of work in Talent Acquisition in the region across both Experienced and Early Career hiring. Equally important, this role has a key focus on risk & controls, reporting & insights and improving functional productivity.

Responsibilities:
  • Accomplish results through the leadership of a team translating strategy to action, developing a programmatic book of work and proactive attraction campaigns aligned to global and regional business goals.
  • Ensure TA operations and infrastructure solutions enable delivery of key business strategies, e.g. transformation / consent order hiring and diversity representation goals
  • Drive regular regional operating reviews and own regional contributions to global operating reviews to provide insight, action and change initiatives that enhance productivity
  • Own the financial plan and budget management for the region, including any organisation design and operating model changes. Apply a commercial mind-set to ensure that recruitment is delivered in the most efficient and cost effective way while achieving hiring excellence and an unparalleled candidate experience
  • Lead partnerships with Global Process Owners and Global Strategy & Programs leads to develop solutions to address regional challenges
  • Proactively partner with EMEA TA Managers on operational topics and issues, leveraging relationships across key partnership groups (HR, Compliance, Finance, etc)
  • Appropriately assess risk when business decisions are made, demonstrating particular consideration for the firm's reputation and safeguarding Citigroup, its clients and assets, by driving compliance with applicable laws, rules and regulations, adhering to Policy, applying sound ethical judgment regarding personal behaviour, conduct and business practices, and escalating, managing and reporting control issues with transparency, as well as effectively supervise the activity of others and create accountability with those who fail to maintain these standards
Experiences:
  • Experience of managing large, complex and multi-location projects
  • Well-developed listening skills and credibility with leaders and senior internal stakeholders: possesses gravitas to lead conversations and influence outcomes, empowers others to perform
  • Solutions driven and able to balance creative problem-solving with timely delivery, cost effectiveness and quality assurance
  • Strong ability to make data understandable and useful for stakeholders by displaying data in interesting and engaging waysble to identify continuous improvement opportunities through evidence backed decisions
  • Experience of delivering change management programs
  • Define and implement process improvements, tools, and technology to enhance the recruiting process and better enable recruiters and managers
  • Appropriately assess risk and compliance when business decisions are made
  • Develop, implement, and execute strategic talent acquisition agenda, including identifying areas of success and need
