ICM In-Business Quality Assurance Innovations Director - (C15 - Director)
Institutional Credit Management's ("ICM") objective is to provide an integrated "end-to-end" credit underwriting, identification, measurement, management, monitoring and reporting for wholesale credit businesses across the enterprise. Institutional Client Group ( ICG ) In-Business Quality Assurance is an integral part of the ICM organization.

The ICG In-Business Quality Assurance function (QA) verifies that established standards and processes are followed and consistently applied. ICG Management uses the results of the quality assurance reviews to assess the quality of the group's policies, procedures, programs, and practices as relates to the management of wholesale credit risk. The results help management identify operational weaknesses, risks associated with the function, training needs, and process deficiencies.

The ICM Head of In-Business Quality Assurance reports results of Quality Assurance Reviews (QARs) to management of the respective ICG business area, Independent Risk, and critical partner stakeholders and regulators.

This role reports directly the ICM Global Head of In-Business Quality Assurance for Wholesale Credit Risk (WCR), ICM.
Key Responsibilities:
  • The overall objective of this role is to support In-business QA strategy to deliver insights, business intelligence and raise quality of performance of QA activities through innovative solutions, utilising Citi data, latest industry best practice and technology.
  • Assemble large, complex data sets that meet cross team requirements in IBQA. Build the infrastructure required for optimal extraction, transformation, and loading of data from a wide variety of data sources using 'big data' technologies. Work with data analytics and reporting teams to strive for greater functionality in our data systems.
  • Ingestion, blending and visualising data from a large array of upstream systems to assist in driving the QA strategy
  • Represent the QA brand within Citi and the marketplace, and ensure that the QA product is perceived by stakeholders as adding value, driving industry best practice, and improving conformance with WCR standards and processes across the first line of defence
  • Develop approaches to promote knowledge sharing and management best practices across In-Business QA and more broadly across wholesale credit risk lines of business to drive performance.
  • Apply agile problem-solving capabilities to support ongoing efforts and periodic assessment of IBQA practices with aim of continuous and timely improvement of technology, processes, and procedures with consideration of:
    • Lessons learned from QARs, strategic projects, and control programs
    • Analyses of established performance metrics and trend analyses
    • Feedback from IBQA staff and key business stakeholders, where relevant
  • Appropriately assess risk when business decisions are made, demonstrating particular consideration for the firm's reputation and safeguarding Citigroup, its clients and assets, by driving compliance with applicable laws, rules and regulations, adhering to Policy, applying sound ethical judgment regarding personal behaviour, conduct and business practices, and escalating, managing and reporting control issues with transparency, as well as effectively supervise the activity of others and create accountability with those who fail to maintain these standards.
  • Drive staff professional development and training needs
  • Drive technology solutions to support QAR activities
  • Act as a change agent coaching staff in areas with noted deficiencies and sharing any observed best practices. Ensure ongoing and timely feedback and coaching of ICG Quality Assurance staff to sustain a strong control culture and an unwavering commitment to excellence in execution
  • Attract, develop, and retain top quality assurance staff
  • Support the Global Head of WCR IBQA on internal projects and initiatives
  • Support WCR IBQA Voice of the Employee (VOE) as well as diversity and inclusion initiatives
  • Travel (less than 10%)
Knowledge/Experience:
  • Demonstrable experience leading and delivering technology innovation solutions preferably within an innovation team or function in a Bank, FI or Technology space with at least 15+ years of experience
  • Exceptional knowledge and experience in leading critical projects from design to implementation working towards the greater goal, while aware of, executing on, and closely monitoring details of sub-steps in the overall project to deliver on time.
  • Advanced understanding of risk management and control frameworks obtained through proven progressive experience in leading international financial organizations
  • Proficient understanding of policies and procedures with the ability to execute change seamlessly
Skills/Competencies:
  • Thought leadership and innovation - use innovation and entrepreneurial dexterity to develop an effective program that satisfies the issues at hand, but remains simple, flexible, and adaptable for future changes
  • Agile problem-solving capabilities to solve for complex problems requiring broad sets of data that traditional IT teams are unable to solve within the timescales required.
  • Strategic orientation to ensure the ICM organization continues to be positioned as a thoughtful and proactive partner on driving best practices to support safety and soundness within ICM and Citi
  • Leadership and talent development - independently lead the project and key contacts to successfully deliver; ability to build out a highly effective team where people management and leadership as well as the ability to develop the talent pipeline is vital
  • Demonstrate strong communication, interpersonal and negotiation skills - proven written and verbal communication is key given the various levels of management and regulatory interaction required. Ability to discern when to adapt working style to others or when to decide, implement and move forward

Qualifications/Technical Skills:
  • BA/BSc or higher degree in Business (MBA), in Computer Science, Statistics, Informatics, Information Systems or another quantitative field.
  • Data Analysis : SQL; Python; SAS; DataIKU,; Alteryx, Splunk;
  • Visualisation : Tableau; Qlikview; MS Power BI;
  • Programming language: Java, C++,
  • Experience with big data tools: Hadoop, Spark, Kafka, etc.
  • Experience with stream-processing systems: Storm, Spark-Streaming, etc
