About this role

About The Project:

BlackRock's Financial Markets Advisory (FMA) team is acting as Strategic Partner to support the formation and operation of a national infrastructure fund in the Middle East, a government-backed development finance institution. The fund's mission is to catalyze private infrastructure investment by providing financing solutions across the capital structure and developing the country's broader infrastructure financing ecosystem. The fund, as a co-investor alongside private sector investors and bank lenders, will support projects across the range of infrastructure sectors, with a focus on sustainability and advancing the country's Net Zero objectives. The country has a deep pipeline of planned infrastructure investment in connection with their large-scale economic transformation program.

An FMA team of ~12 professionals is dedicated to this project, with team members based in both Riyadh and London. Several team members are focused on infrastructure investment analysis and transaction execution

About FMA :

The Financial Markets Advisory (FMA) business delivers a range of advisory services including sustainability, capital markets, portfolio construction and data & analytics solutions to official sector and financial institution clients globally. We support our clients on their most critical and complex financial issues - from managing the low carbon transition of the economy and financial sector, to unwinding portfolios of assets, to crafting and executing institutional programmes to support the economy, for example through bond purchase programmes or investment frameworks to mobilise private capital investment.

We leverage the firm's sophisticated sustainability, capital markets, data & analytics, and technology capabilities to deliver impact-oriented advisory services.

About the Role:

We are looking to recruit a qualified candidate to join the project team, based in London, UK, with significant expected travel to the Middle East. This position will play a key role in assessing infrastructure investment opportunities across sectors, and across debt and equity products . Other integral activities include advising the Client's executive management team on investment processes and providing insights, expertise, and research on the global infrastructure investment and development finance landscape.

Key Responsibilities :

You will be embedded in a team to work alongside the Client in managing its credit & investment processes for infrastructure transactions across different sectors including transport & logistics, power, water, telecommunications & digital infrastructure, decarbonization, education and health.

You will focus primarily on:
  • Driving deal structuring, financial modelling, scenario analysis, pricing and valuation assessments, and related analytics. Conduct independent fundamental credit analysis, equity investment analysis, due diligence and approval of new investments.
  • Interact with management teams, sponsors, industry participants, regional, and international bank lenders, local and international developers, and other investment professionals.
  • Lead the investment evaluation process including managing internal approval meetings, review of due diligence reports, and preparation of internal investment memorandums in conjunction with the Client stakeholders
  • Provide input on or lead negotiation of terms and conditions for transactions and work with the Client, legal advisors and other internal stakeholders to ensure appropriate structuring / documentation.
  • Act as a mentor and coach to colleagues and Client personnel, providing guidance on project work.


Knowledge/Experience:
  • 5 - 10+ years banking or investment experience in infrastructure markets.
  • Experience with, and / or deep understanding of, development finance and concessional investment frameworks.
  • Experience in investment analysis, due diligence, and writing investment memos and presentations.
  • Demonstrated strong quantitative, risk assessment, and analytical skills including financial modelling and analysis.
  • Ideally the candidate would have experience investing in emerging markets and specifically the MENA region.
