London GMO Expert for Regulatory Reportings and Controls
  • Control Operations Regulatory Reportings produced from London and Regulatory Controls performed by the London GMO.
  • Participate to local and global Regulatory Reporting Governance streams with all stakeholders
  • Ensure London coordination as well as with Head Office for Regulatory Reporting topics
  • Ensure oversight over the Operations Regulatory Reportings produced by Head Office fort he London Branch
  • Frame the London activity operational regulatory obligations based on its Global Market activities (GMC & Sales Distribution) as well as the obligations with respect to the local UK regulators to which GM activities would be subject to in a post Brexit environment.
  • Drive the operational requirements to build and maintain compliance with regulatory requirements.
  • Ensure that all internal controls are being adhered to either in full by London GMO control scope, or adequately serviced and covered from Paris based control teams in line with defined SLA of outsourced functions to Head Office.
  • Take ownership of analyzing and defining controls requirements for those in need to be implemented in the daily production run.
  • Establish a strong relationship with the Business, London & Central Compliance and Head Office operational stakeholders.
  • Coordinate smooth resolutions for situations at risk in reviewing all incidents for both reporting produced locally and those produced by Head Office on behalf of London; monitor and track all remediation efforts.
  • Participate as GMO representative to local or Head Office regulatory reporting projects impacting the London scope.
  • Provide and maintain MI for oversight on London and Head Office outsourced regulatory reportings.
  • Act as the back up cover in performing critical daily production controls when the GMO Control Officer is on leave.
  • The scope can be extended to specific situations where applicable, including other business lines using the same infrastructure as GMC (i.e. Contango, CCS, ENR) with commodities underlying.

Main responsibilities:
  • Create, document and maintain completeness of the London Operational regulatory framework addressing the business needs in perspective of UK regulators requirements as well as GMC activity regulatory framework.
  • Maintain roles and responsibilities matrixes on operational regulatory controls involving the London activity reporting obligations
  • Provide guidance in defining the day to day running of regulatory production requirements ; strive for aiming at completeness in the operational processes to be implemented
  • Define, propose and maintain sets of Key Metrics monitoring the operational regulatory controls results outlining qualitative measures
  • Promote a strong and reactive performance culture within the Operational Regulatory chain
  • Act as the point of reference on operational regulatory topics representing the London Branch with Head Office based teams.
  • Develop strong relationships with the GMC business line & London Branch stakeholders
  • Guide the communication with transversal departments and downstream chain on matters related to operational regulatory topics including follow up with dedicated IT teams
  • Support new Global Market requirements and business initiatives; guide contributions to the development of new solutions for enhancing daily production cotrols as well as onboarding new controls.
  • Take charge of analysis, questioning, report and escalate appropriately potential operational regulatory issues.
  • Mitigate regulatory operational risks.
  • Participation and input to committees

Back-up cover on daily production:
  • Ensure T+1 production controls suite are performed, assessed and commented
  • Ensure Electronic platform reconciliations have been delivered and assessed, and exceptions addressed
  • Ensure Internal systems reconciliations have been delivered and assessed, and exceptions addressed
  • Perform controls on daily regulatory & Market reportings requirements for GMC and the London Branch. These encompass the following controls, but mot limited to, as the scope evolves for the London Branch in a post Brexit environment:
  • Dodd Franck controls
  • Large Trader Report Controls and submission of forms
  • Mifid controls - Position and Post Trade Transparency
  • LBMA
  • Exchange Position limits
  • Brexit - Geographical Customer location control
  • Any new control on a post Brexit FCA requirement
  • Ensure static data enrichment in the FO system have been performed in line with procedures in place for counterparties, brokers, clearers, warehouses
  • Enrich market, broker and warehouse fees in the Front Office system with gap analysis of potential P&L impacts
  • Define and perform periodic reviews and controls of the static data sets mentioned above
  • Centralise set of KPI's in relation to the GMC activity and produce monthly reports to management and Business Management
  • Produce set of KRI's to Operational Risk department
  • Centralise all operational risks where GMO is impacted fort he business line for follow up, report to Head Office GMO Business Management

Management:
  • Drive regulatory operational topics and be the go to person representing London
  • Ensure business requirements are met and report situations of risk
  • Ensure cross training with designated backup ensuring level of knowledge is adequate on critical controls

Cross functional:
  • Provide expertise and support; liaise with relevant BA teams.
  • Drive the change impacting covered areas with other stakeholder departments (i.e. IT, Compliance, Permanent Control)
