  • Leads and manages the finance department of 14 for the agency, as well as leading all financial activity for the RCOC including the department budget of $1M annually, agency budget of $170M+ annually, and combined assets of $310M from the Retirement System, Deferred Compensation Plan, and Retiree Health Care Trust.
  • Advises RCOC Managing Director and Board of County Road Commissioners, through quarterly or annual reports, analysis of activities, information and trends related to financial matters of the agency, annual audit findings, etc.
  • Provides financial guidance to management, board members, and any employee who acts on behalf of the organization. This includes monitoring compliance with state, federal and local laws and regulations by advising on needed actions to maintain compliance.
  • Oversees the accounting supervisor who, along with staff, maintains the general ledger, accounts payable/ receivable, Act 51 annual reporting, prepares billings and accountings for State Trunkline Maintenance Contract and works with independent public accountants and state auditors.
  • Oversees the budget supervisor who, along with staff, prepares and administers the RCOC fiscal budget, including monthly reporting and analyzing of expenses to budget, in addition to managing the accounting for the Road Improvement Program, the Traffic Signal Program and Special Assessment Districts.
  • Serves as plan administrator, secretary and trustee to the Road Commission Retirement System, Deferred Compensation Plan, and Retiree Health Care Trust.
  • Responsible for the preparation of the three-year financial plan and the annual budget.
  • Oversees the cash management of the Road Commission funds including investments and note issues.
  • Develop and oversee accounting policies and procedures to meet both current and future needs.
  • Manages the payroll function ensuring efficient system, process and controls.
  • Creates, develops and maintains relationships and associations based upon confidences, trust and respect to all.
  • Assembles / leads a finance team that oversees the continuous improvement of Accounting and Financial Processes and the development of the team with the goal to achieve best practices and optimal output.
  • Demonstrates solid, well - balanced judgment in all matters.

Special Experience/Education

Ideal Candidate:
  • A Bachelor's Degree in Accounting, Finance or Business from an accredited university; MBA and / or CPA preferred.
  • Minimum of 10 years of full time experience / working knowledge in public accounting and finance with at least 6 years supervisory experience, in an union environment.
  • Ability to demonstrate solid understanding and knowledge of compliance regulations for organizations working within the public sector including accordance with generally accepted accounting principles (GAAP) and Government Account Standards Board (GASB) Pronouncements.
  • Knowledge of Financial Systems Software, Precision software knowledge preferred; Microsoft Office
  • Demonstrated and tested leadership skill and ability.
  • Exceptional Interpersonal, collaborative style and the ability to communicate effectively at all levels including:
    • Proven experience in cultivating an earnest executive presence
    • Clear oral and written communication skill evoking confidence, trust and credibility
    • Be approachable, confident and thoughtful
  • A commitment to serving the agency and the public with integrity and professional diligence.
  • Valid Driver's License; legal ability to work in the U.S.
