Our Government, Public Sector & Infrastructure Advisory practice works with Government, public and private sectors at all levels to help formulate and implement responses to the challenges and opportunities presented by the demanding and changing political and business environment. We also advise clients on financial, procurement, strategic and public-private partnerships issues for large-scale infrastructure projects and programs.

We have been providing services and independent advice to governments, public and private sectors in Hong Kong and globally for many years.

Our involvement in public and private sector administration and reform is both broad and deep, and covers public policy and strategy (including business planning and options evaluation, and regulatory impact assessment), infrastructure procurement and real estate, PPP advisory and structuring (including project financing, bond rating and debt advisory), financial analysis and credit assessment, regulation, economic analysis and market/sector reviews, procurement strategy and support (including private sector involvement and outsourcing), performance and process improvement, corporate governance, institutional reform, human resources management, internal audit, risk management, programme and project management (and assurance), and information system strategy and selection (including technology and security assessment, and data management).

Due to the rapid growth of this part of our business, we are recruiting Associate/ Senior Associate who will participate in developing our practice and delivering services.

Responsibilities

In your role as a Manager you will deliver solutions across the life-cycle of public and private infrastructure, and will involve:
  • Providing strategic, economic, commercial and financial advice to clients
  • Project finance including financial model development and analysis
  • Work closely with client and stakeholders to resolve issues and differences
  • Assist in client engagement tasks, including billing, WIP and other administration
  • Developing risk mitigation plans
  • Support project management functions

Requirements
  • At least a Bachelor's degree in management (e.g. Business Administration), social science (e.g. Public Administration or Economics) or STEM disciplines or similar qualifications
  • 5+ years' related experience. More experience will be consider as a Senior Manager
  • A passion for public policy and social innovation in Hong Kong and the Greater Bay Area
  • Financial modelling and data analysis is a MUST
  • Understanding of economic evaluation methods including cost benefit analysis and economic impact analysis
  • Project experience in any of our areas of focus (mentioned above) or relevant experience
  • Strong consulting/advisory mindset with analytical and creative problem solving capabilities
  • Excellent communication, facilitation, interpersonal and client management skills
  • Ability to learn and able to work under pressure and with others
  • High level of proficiency in written and spoken English and Chinese is essential, and Mandarin (desirable)

Other desirable quality:

Experience in infrastructure structuring, debt financing and credit assessment are preferred
Practical experience working with or in public sector organisations
