Oregon State Treasury is recruiting for the position of Investment Analyst for the Fixed Income team within our Capital Markets Division. The primary purpose of this position is to assist and support the Fixed Income Investment Officers in their daily portfolio management and trading activity. This role offers an opportunity for an intermediate-career level investment professional to gain experience to the investment management industry and fixed income asset class.

 

Work Schedule

This position will have the opportunity for a hybrid (remote and in-office) work location schedule; in-office work will be predominately from Treasury’s office in Tigard. The schedule will be approximately 40% of time spent remote; with three days per week in-office. The new Investment Analyst would require training and thus more time in the office while being trained. Once training has reached a satisfactory level, more independent work is possible.

 

Salary

The salary range for this position is $74,760-$114,924 annually. This is a SEIU represented position and is classified as an Investment Analyst 3.

 

Position Responsibilities

Fixed Income Markets Analysis

Develop asset class, product and market knowledge to gain understanding of portfolio management process and approach, including the use of BlackRock Aladdin applications, e.g., daily independent monitoring of markets.

  • Identify relative value by comparing current and historical relationships of:
    • Curve steepness (U.S. Treasury, SOFR, LIBOR);
    • Spreads;
    • Broker/dealer inventories; and
    • New issue securities vs. secondary markets.
  • Conducts independent, ongoing research for current and potential structured and corporate credits.
  • Serve as a liaison between investment operations and portfolio management to ensure timely recording, settlement, reconciliation of trading activity and data integrity.

 

Portfolio Management and Trading

Actively assist with management and trading for all internally managed fixed income portfolios. Primary responsibility for liquidity/portfolio structure and active management, i.e., trading, of the 0 – 13 month maturities of applicable funds.

  • Dependent on current and fluid liquidity structure, market environment, relative value dynamics and compliance, independently determines daily sector allocation and security selection.
  • Portfolio structure and trading of securities greater than 13 months are generally in coordination with Fixed Income Investment Officer(s).

 

Minimum Qualifications for Our Position

  • Bachelor’s Degree in Business or Finance, or any other degree demonstrating the capacity for the above listed knowledge and skills and six years of professional experience in a similar analytical, operational or project management role; OR
  • Chartered Financial Analyst (CFA) designation and 5 years of experience; OR
  • Any combination of experience and education equivalent to nine years of experience that typically supports the knowledge and skills required for the position.
  • A Master’s Degree in Business or Finance, or any other degree demonstrating the capacity for the above listed knowledge and skills will substitute for one year of the required experience.

OST is led by the State Treasurer, a constitutional officer and statewide elected official.  The Treasurer serves as the chief financial officer for the state and is responsible for the prudent financial management of state money.  The Treasurer serves a four-year term, and, if reelected, may hold the position for two terms.  The current State Treasurer is Tobias Read, who was sworn into office in January 2017.

The Investment Division, currently comprised of 50+ individuals, is one of the five OST divisions and is responsible for managing the investment of the Oregon Public Employees Retirement Fund (OPERF), the State Accident Insurance Fund, the Oregon Short-Term Fund, the Common School Fund and numerous other state and state agency accounts.  The division also manages the investment program for the state’s deferred compensation plan, advises the Oregon 529 College Savings Board on its investment activities, and serves as staff to the Oregon Investment Council (OIC).  The division oversees the actual investments, which are made by a select group of outside investment managers, as well as provides internal management capabilities for select mandates comprised of common stock, fixed income and money market securities.
