Citi has initiated a multi-year global data transformation effort to address longstanding regulatory issues related to data quality. As this strategy pivots to execution, it is imperative that the EMEA region starts to align to this strategy, while also continuing to improve data quality in the short/medium term.

The EMEA Chief Data Office (CDO) has responsibility to deliver the UK data quality programme in addition to a broad remit to implement and embed improved data governance and data management practices throughout the EMEA region. The UK data quality programme, centered on addressing regulator feedback has the following objectives 1) establish a UK entity-focused book of work that delivers significant regulatory, control and commercial benefits including remediation of material data quality issues 2) strengthen Senior Manager engagement in data quality initiatives, including BCBS 239 and front-to-back working groups 3) improve engagement with the regulator 4) establish connection with strategically important programmes and 5) demonstrate engagement and influence with the Group Transformation initiative.

A key objective is to establish strong linkage across data programmes in flight or planned for identifying, finding solutions for and remediating cross asset, cross-functional data quality issues impacting the EMEA region. Typically, these issues are highly complex, requiring partnership from multiple teams, products and SMEs to agree solutions. In doing so, we must ensure operational data practices including material issue logging, on-going data quality measurement, metrics and controls are embedded within these programmes and that a cross-programme view of data gaps, risks and issues are escalated to appropriate forums for remediation.

We are looking for an experienced data and analytics programme manager with solid experience in Markets asset classes to build strong relationships with products, functions and strategic programmes, agree the level and type of support to be provided by the EMEA CDO team, agree a set of measurable outcomes from the ongoing interaction and ultimately ensure robust data practices are adopted. The role will require interaction with senior functional leads, programme leads and sponsors, products, and data management teams globally, the Enterprise Chief Data Office (ECDO), global transformation teams, and EMEA entity stakeholders. Experience of running cross functional data intensive projects is a must and interaction with internal compliance/audit functions are highly desired. Given the scale, complexity, and ambition of Citi's global data transformation, the EMEA CDO team is dynamic, agile, flexible, and responsive to fast changing needs. This role will need to be adept at working in this environment, handle ambiguity and complexity well, be able to deliver on multiple responsibilities and most importantly be extremely 'hands on'. Excellent communication skills are required in order to communicate and negotiate internally, often at a senior level. The role will report to the EMEA Data and Transformation Lead. This is an independent role with some matrix line mgmt. expected but a very high degree of influencing/leadership required to marshal resources in products/functions/programmes to deliver results. It is an excellent opportunity to have a high impact and enhance Citi's Data Governance across the region.
Responsibilities:
  • Focus on issue resolution, mitigating controls and strategic solutions for cross asset class themes e.g.. Cash and Due, Treasury trading, Derivatives and FX
  • Primary point of contact from within EMEA CDO team for establishing cross asset class data programs view in EMEA
  • Build strong relationships with senior stakeholders in front office, risk, finance, operations, and technology for planning, execution, and escalation management
  • Story board various issues and programmes in EMEA at a collated view for management teams
  • Develop and leverage data flows to identify linkages between various programmes and issues
  • Work to standardise data quality metrics to measure data risk at functional and regional level
  • Identify and consolidate data quality controls across the region
  • Understand IT book of work and draw linkage to current issues. Help leverage existing tactical remediation plans and controls from other programs
  • Drive education and adoption of the new data governance policy and data operating model in the strategic programmes
  • Prepare weekly and monthly governance materials
  • The role is an individual contributor role with support provided through a matrix organisation
Qualifications & Experience:
  • Significant banking or financial services experience (15+ years) in Institutional Business or Trade and Transaction Services
  • Project Management and Business Analysis experience and ability to break complex problems into small tasks for the team
  • Significant experience in regulatory delivery for front office related programs / enterprise wide data programs / data related regulations
  • Experience in engaging with data analytics and cross functional data intensive projects
  • Extensive evidence of hands-on delivery/execution
  • Ability to handle complexity, ambiguity and a fast changing, often demanding work environment
  • Experience with cross-functional / business delivery, ideally with data-intensive programme/project management experience
  • Demonstrated ability to interact and work effectively with large, complex and diverse teams
  • Excellent executive communications skills - verbal and written
Education:
  • Bachelors degree in Engineering or Finance, preferably Masters/MBA degree
  • CFA or FRM certification desirable
