The MTA Finance Department is a high-profile operation that interacts with MTA Board members, the NYS Governor's office, New York City government, elected officials, and federal / state public officials to achieve the MTA mission of providing safe, convenient, and timely public transit in all services areas. The MTA's Finance Department has primary responsibility for managing the MTA's debt portfolio which currently consists of $48.5 billion bonds issued under 8 different credit resolutions. The MTA expects to fund an additional $16 billion in new money needs for existing approved capital projects using a combination of Bonds/PayGo within the next 5 years, has approximately $12 billion in refunding candidates and nearly $10 billion of remarketing needs over the same time frame. Additionally, as the funding sources for MTA's capital programs grow MTA expects to create new financing vehicles to meet its continuing needs.

The Deputy Director will report to the Director, Financial Strategies in a senior roll overseeing the day-to-day responsibilities associated with the issuance and maintenance of the MTA's debt portfolio. Primary responsibilities include oversight of the modeling and preparation of the debt service budget to be incorporated into the MTA's periodic Financial Plans while working with the Investment Banking community to structure individual bond transactions and help assess financial ideas and strategies as identified.

The Deputy Director with the Managers of Finance will work closely with the MTA Treasury and Capital Program Funding departments, to report on monthly debt service variance, identify operating liquidity needs and monitor and review capital funding cash flow needs. In addition, the Deputy Director will maintain, review, and provide financial data for disclosure documents and various state reporting; prepare annual Variable Rate and Derivatives reports for the MTA Board's Finance Committee; assist the Director of Finance and Investor Relations with information needed for portions of the Annual Combined Continuing Disclosure Filings, including existing debt service tables and list of outstanding debt issuance; and manage short-and long-term projects effectively.

The Deputy Director will also assist the MTA Director of Finance and Investor Relations with Investor and Rating agency outreach and related information requests.

On occasion, the Deputy Director may be asked to provide a monthly summary presentation to the Finance Committee of the MTA and TBTA boards.

Education and Experience:
  • A Bachelor's Degree in Finance, Economics, Public Policy, or a related field of study is required. A Master's Degree in Finance or a related field of study is highly preferred.
  • A minimum of seven (7) years of related work experience with a minimum of (3 -5) years in Public Finance.
