Vice President - OTC Product Development - Markets

OTC Clearing Hong Kong Limited (OTC Clear) is a central counterparty (CCP) established by HKEX for the purpose of providing clearing and settlement services for OTC derivative transactions.

OTC Clear Product Development covers new clearing services, product development and regulatory initiatives in relation to clearing business. OTC Clear currently provides clearing of interest rate swaps (IRS), non-deliverable currency forwards (NDF), deliverable FX (DFX) and the flagship principal exchange guaranteed cross currency swap (CCS) in USD/CNH and USD/HKD.

The successful applicant will join OTC Clear Product Development within the Markets division, and is responsible for developing new product initiatives and executing strategic plan in OTC Clear.

Responsibilities:

• Lead the discussion of departmental strategy and new business idea, collaborate with teams to drive consensus on business roadmap.
• Build relationships with financial institutions, regulatory and industry bodies to ensure the team is fully abreast of all future changes, and pro-actively planning delivery support.
• Write up the business proposal on new products & clearing services, and present to senior management.
• Work closely with Risk Management, Operations, internal technology teams and external technology vendors to design and implement the new product & clearing services.
• Partner with enablement functions to drive functional sponsorship and ensure these areas have plans in place to deliver the processes and services needed under the business plan to support the product and functionality releases.
• Drive the IT development schedule to ensure functional requirements are joined up to provide a workable solution.
• For each new products or clearing services, responsible to work with Operations, Risk Management, Legal and Regulatory Compliance to draft or amend clearing rules and procedures; followed by drafting proposals and documents to obtain regulatory approval before product launch.
• Drive the Product & Operating Model design for each functional and product release to ensure all impacted parties (including clearing members) fully understand their role in the process.
• Ensure the clearing members understand operating model and process design and are fully supported through training and testing.

Qualification :

• University degree holder preferably in Finance, or other related subjects
• At least 10 years' relevant industry experience
• Strong business analysis skills
• Demonstrable project planning and management skills through delivery examples
• Good communication and interpersonal skills
• Both a teamwork approach and self-sufficiency
• Ability to work flexibly and take responsibility for all areas of work as required
• Independent / Creative Thinking
• Stakeholder Management / Influencing
• Fluent in Chinese and English, both written and verbal
• Background in OTC derivatives and Fixed Income & Currencies
• Ideally experience across trade lifecycle for OTC products and OTC Clearing
