The District of Columbia Retirement Board (DCRB) is an independent agency of the District of Columbia Government. Our mission is to manage and control the assets of the D.C. Police Officers' and Firefighters' Retirement Fund and the D.C. Teachers' Retirement Fund as well as to administer benefits for the members of the of the D.C. Police Officers' and Firefighters' Retirement Plan and the D.C. Teachers' Retirement Plan.


Under the general direction of the Chief Investment Officer (CIO), the Senior Investment Strategist will assist in monitoring the performance of external investment managers and consultants and with managing the day-to-day implementation of investment strategies and policies of the investment program to ensure that the investments achieve strategic return and risk objectives. In addition, the Senior Investment Strategist will assist the CIO in developing investment policies and systems to prudently manage the investment program.


1. Develops, implements, and reviews the investment strategy for a globally-diversified multi-asset class investment program.

2. Assists in the development of the strategic asset allocation, develop independent opinion on tactical allocation opportunities (opportunistic bets based on valuation and technical signals), and recommend rebalancing transactions to ClO.

3. Sources, evaluates, and recommends new investment managers in collaboration with outside investment consultant.

4. Leads calls and meetings with prospective firms, prepare meeting notes, develop independent opinion on potential fit with existing portfolio and the relative attractiveness of the firm and fund within the current and expected market environment.

5. Monitors existing investment managers, lead calls and meetings with external investment firms, prepare meeting notes, develop independent opinion regarding organizational strategy and performance developments and recommend follow-up actions to CIO.

6. Reviews investment fees and trading costs, identify savings opportunities, negotiate new fee agreements and/or enhancements to investment managers trading processes.

7. Prepares and reviews written reports and presentation materials for the Investment Committee; make presentations to the Investment Committee.


• Ability to evaluate large institutional investment portfolios.

• Knowledge of modern portfolio theory, institutional investments, the global financial markets and economies, and current investment instruments; and the global interrelation of instruments, economies and financial markets.

• Working knowledge of MS Office.

• Working knowledge of Global Investment Performance Standards (GIPS), ILPA Best Practices, and CFA Code of Ethics and Standards of Professional Conduct.

• Ability to develop and execute investment strategies and establish and maintain systems of tracking performance against goals and expectations.

• Skill in preparing and presenting agenda items to senior-level decision-makers, e.g., Board of Trustees and/or senior management.

• Ability to interpret and explain complex, technical, industry-specific financial and legal terms and conditions.


• Bachelor’s degree in the field of Finance, Economics, or related field.

• Chartered Financial Analyst (CFA), Chartered Alternative Investment Analyst (CAIA) or Certified Public Accountant (CPA) desirable.


• Ten (10) years’ experience and background in the field of investments.

• Six (6) years progressive experience in an institutional investment or closely related setting, such as regulatory agency, is preferred.

• Previous experience monitoring investment performance and risk of externally managed investment portfolios.
