The State Treasurers Office is hiring a Cash and Investments Manager, the candidate chosen will work closely with the State Investment Officer (SIO) to oversee the Office’s $23 billion investment pool (PTIF), the $1 billion longer-term investment portfolios and assists the State Investment Officer in creating and managing the performance, analytics, compliance and management reporting of the State’s investments, and investment of the fund assets. The position acts as staff for the board of trustees of the State Post-Retirement Benefits Trust Fund, Elected Official Post-Retirement Trust Fund and Annual Leave Trust Fund.

The Cash and Investments Manager will also manage and monitor daily cash positioning, cash operational activities, prepares cash flow projections and forecasts, identifies cash balances for short-term investments, and ensures adequate daily liquidity. The manager will maintain efficient and effective bank services for state agencies by: managing and maintaining relationships with banking partners; managing procurement of banking services; analyzing and managing bank service charges; managing fraudulent payment alerts and managing banking contracts and pricing.

This position reports directly to the State Investment Officer and works closely with the Finance Director and Chief Deputy. Employment contingent on passing a background check.

This is a career service exempt job. Employees placed in this title are appointed, non-classified, exempt from 67-19-12, and are required to be placed in a position schedule of AC (Employees in Offices of Elected Officials).

The Agency/Division:
The Utah State Treasurer's Office is responsible for the collection, safeguarding, investment and disbursement of state funds. This includes the management of banking for all state agencies. The Office also implements and operates several investment portfolios, including the Public Treasurer's Investment Fund, and issues all debt obligations authorized on behalf of the State.   

Primary Duties:

  • Establish and maintain appropriate investment benchmarks and investment performance reporting

  • Rebalance various investment portfolios on a periodic basis

  • Work with Investment consultants and SIO to identify and procure investment manager services

  • Works with Investment consultants and SIO to determine investment policy including asset allocation

  • Monitor short-term investment markets and actively invest in qualified fixed income securities in both primary and secondary fixed income markets

  • Maintain bank account structure to support all State agencies and concentrate cash on a daily basis for investment in the State PTIF

  • Update bank signature cards as needed

  • Monitor bank service charges

  • Manage banking relationships

  • Assist in the implementation of new banking services and technology

TYPICAL QUALIFICATIONS:

  • Experience with Investments, institutional portfolio management

  • Experience with investment trading platforms including Bloomberg

  • Experience with banking and cash management

  • Ability to work well as a member of a small team with the need to fill multiple roles

  • Knowledge and understanding of fixed income markets and experience with trading is preferred

  • Strong analytical skills including extensive knowledge of Excel

  • Experience with MS Access is preferred

  • Bachelor’s in Finance, Accounting or related field is required. Masters degree or MBA preferred.   CFA or CTP is preferred
