GENERAL SUMMARY

To support the functions of the Treasurer and Investment Office in a variety of financial functions pertaining to long-term assets, cash balance and defined benefit retirement funds, and defined contribution and deferred compensation plans

The Investment Manager performs complex investment management, measurement, analysis, and reporting of asset class and manager exposures for the various investment pools.  Duties involve assisting in the formation of strategic asset allocation; assisting with the communication of relevant performance data and exposures to senior management; and implementing maintaining investment manager due diligence processes across the Plan’s liquid asset classes.  Works under limited supervision with moderate latitude for initiative and independent judgement.  The position reports to the Chief Investment Officer.

         

ESSENTIAL FUNCTIONS

Assist with the formulation of strategic asset allocation targets and associated parameters as expressed by the Investment Policy Statements of the various investment pools

Analyze and direct implementation of asset allocation strategy through cash securities, derivative instruments, exchange-traded funds and external investment managers

Supervise manager due diligence processes for both existing and prospective investment managers, focusing on strategies within the Plan's liquid asset classes (equities and fixed income), including development, supervision and regular review of the manager roster

Oversee preparation of investment performance reports and associated information needed for investment decisionmakng and to ensure that the Treasurer, Chief Investment Officer, Investment Review Committee, internal business partners and other interested parties are informed of investment management operations and results

Supervise production and maintenance of manager due diligence memos and associated risk and performance reports with a focus on public equity and fixed income managers

         

ADDITIONAL RESPONSIBILITIES (NON-ESSENTIAL FUNCTIONS)

To analyze and monitor the System investment portfolios, including reviewing monthly/quarterly/annual performance of the portfolios and associated investment managers, including the reports provided by external investment advisors and System custodian

To assist in monitoring the contractual provisions of the investment managers and other service providers to ensure compliance with contractual provisions and guidelines and the restrictions of the various Investment Policy Statements

To monitor asset class allocations relative to targeted allocations and review rebalancing activity with investment staff, custodian, and external investment managers

To facilitate the onboarding process for new investment managers and coordinate liquidations related to terminated investment mandates

To act as a liaison to the Investment Review Committee and other investment review processes as needed and contribute to the associated meeting agendas, related materials and production of the meeting minutes

To supervise/direct work to junior investment staff and mentor their professional development

To provide ongoing updates to the CIO and investment team regarding the investment philosophy, process and performance for managers in the public equity, public fixed income, and hedge fund asset classes
